1. Due to a considerable increase in the scope of the work under-
taken by Dr. Geschickter at the direction of TSS411 under Subproject 23,
Project MICULTRA,_ the $42,700.00 sum originally obligated for this fork
is Insufficient to cover the year's costs. It is therefore proposed to
add $15,000.00 to that4aready obligated under this Subproject'.

After a brief discussion, the writer ran all bands on a slow
induction with apparently complete success. At the conclusion
of the induction process and before awakening all hands, the
writer gave a simple PH that each indididual at whom the writer
pointed his right hand would pass without further instruction
