Effective , I am transferring the duties of the National Intelligence
Officer for Counterterrorism (NIO/CT) to the Counterterrorist Center (CTC).
National intelligence estimates and similar national intelligence products,
however, will continue to be the responsibility of the National Intelligence

This memorandum will discuss Ngo-Dinh Nhu in this connection, and will not cover the unrealistic assumption that Diem and Nhu can be separated.
