_SUBJECT: Community Counterterrorism Duties
REFERENCE: NIC #00954/1-89, dated 19 September 1989
1. With the_transfer to the Counterterrorist Center of
Community responsibilities previously belonging to the NIO/CT, I
wish to describe how we are organizing the job in CTC. We have
created a Community Coordination Group (CCG) within CTC to handle
Community business. It will be comprised of an SIS (SES) level
chief, a senior assistant (GS-15), a junior assistant (GS-12-14),
and an executive secretary. We also anticipate the need to hire
one other assistant to help define and administer Community
database business.
2. Pending selection of a chief of the Community
Coordination Group I have assigned my Deputy, Karl Ruyle, the task
of fulfilling CTC's Community responsibilities. He has scheduled
a meeting of the Interagency Intelligence Committee on Terrorism
for 23 October. The CCG represents a significant augmentation of
resources devoted to Community business which, I believe, will be
able to build on the fine record of the NIC.
