SUBJECT: Transfer of NIO/CT Responsibilities to CTC
Effective , I am transferring the duties of the National Intelligence
Officer for Counterterrorism (NIO/CT) to the Counterterrorist Center (CTC).
National intelligence estimates and similar national intelligence products,
however, will continue to be the responsibility of the National Intelligence
Council.
Created to centralize intelligence resources engaged in the counterterrorist
effort, CTC will, as a result of this transfer of duties, also provide added
coordination and leadership to the Intelligence Community. Among its
additional tasks, CTC will
-- Undertake initiatives designed to upgrade the value of the
Intelligence Community product to policy makers and generally to
improve the ability of Intelligence Agencies in the Counterterrorist
arena,
-- Assume the chairmanship of the Interagency Intelligence Committee
on Terrorism (lid),
-- Chair periodic "Warning" meetings and disseminate their results,

-- Produce Intelligence Community spot analysis and typescripts,
-- Supervise FLASHBOARD and ensure its proper support,
-- Identify collection gaps and ensure that all appropriate remedies
are taken,
CTC will provide Intelligence Community views and support in policy meetings,
including those held with foreign governments, and to senior policy officials.
It will lead interagency teams as appropriate in meetings with foreign
counterparts.
It will also manage the National Level Terrorism Threat System.
C/CTC will outline how it plans to fulfill the foregoing tasks as well as its
needs, if any, for extra resources toward a more active leadership and
coordination role in the counterterrorist community.
