Ermarth Chairman SUBJECT: Decision and Memo on Moving NIO Accounts to CTC and CIC Action: To move the Community responsibilities of TIY57-6-5unterterrorism and NIO/Foreign Denial and Intelligence Activities, except for the preparation of national estimates, into the Counterterrorism and Counterintelligence Centers respectively; to sign the attached memorandum to NFIB/NFIC principals communicating this action. Background: We are finally ready to move on this long-planned reorganization. The basic reason, as stated in the attached memo, is to assure that the Community plugs into these very important accounts in the main organizations to which you look for action and support. A secondary reason, not stated in the memo, is to remove a source of confusion and occasional friction between the NIC and the Centers. Following initial airing of this plan at Community luncheons, on the DDCI's instructions, Dave Cries, (CTC), Ted (b)(3) Price (CIC), Stuart Cohen (CC), and I conducted a round of (b)(6) discussions with agency leaders including Doug Mulholland, Buck Revell, Bill Studeman, and Ed Soyster and members of their staffs. All these agencies, especially INR and DIA, have some reservations about the ability of entities within CIA to do Community business properly. But all have endorsed the intention of the move and agreed to give it a try. They want to be consulted on implementation and next steps; hence provision for this your memo. Doug Mulholland already has a senior candidate he wants to nominate for the Community affairs position in CTC. We have made it clear, however, that consultation does not mean that other agencies have some sort of veto over DCI staffing or organizational arrangements. It has also been informally shown to interested senior managers at DIA. I believe that our lengthy consultations to date attached memo obviate the necessity at this time implementing memos; e.g., letters of instruction chiefs. Once the new arrangements have evolved, chiefs may wish to formalize them in writing: and the for further to the Center the Center One specific proviso I would recommend is that the DCI's Denial and Deception Analysis Committee (DDAC), hitherto part of NIO/FDIA and the NIC, be retained and continue to report to the- DCI through the Chief CIC, and ultimately to the NFIB. Among other functions, this committee does Community damage assessments DCI Directive 3/16, which governs its activities, will have to be somewhat amended to accommodate the new subordination. It has been made clear that this decision will not directly affect General B's activities on the IC Staff. A I believe that this decision, along with its rationale, should be communicated in a timely but informal way to the staffs of the oversight committees in Congress and to the PFIAB staff.
