decades, Gheorghe Tinca is a highly regarded,
Western-oriented nrofessional diplomat~
Tinca brings to his
new position more than 25 years at the Ministry of
Foreign Affairs (MFA) and strong credentials on
arms control and multilateral affairs, issues that are

from the law faculty of the University of Bucharest
in 1964 and subsequently studied international

(1972-79) and New York (1982-87), as well as in
several assignments in the MFA's international
organizations directorate. In 1991 he was named the
secretary of state for arms control and disarmament
issues. Tinca was secretary of state for the Middle
East, Africa, and Latin America and, concurrently,
acting director for multilateral affirs from Janus azy
1993 until his current assignment.
Tinca and his wife, Ileana-Rodica, have two
children. He speaks French and English
