SUBJECT: Information Items
French Nuclear and Defense Policies: France announced on
October 7 that it intends to withdraw 10,000 of its 60,000
troops from the FRG by the end of 1977. This withdrawal
and the return of three artillery regiments from West
Germany this summer are part of an army reorganization plan
announced earlier this year. A well-informed defense cor-
respondent for Le Monde linked the withdrawal to the govern-
ment's refusal to allow French troops in the FRG to be in-
cluded in the data used in the MBFR negotiations.
