This withdrawal and the return of three artillery regiments from West Germany this summer are part of an army reorganization plan announced earlier this year. A well-informed defense cor- respondent for Le Monde linked the withdrawal to the govern- ment's refusal to allow French troops in the FRG to be in- cluded in the data used in the MBFR negotiations.
