He served as a member of the first and second Hoover Commissions on Organization of the Executive Branch of Government, 1947-49 and 1953 - 55; President Eisenhower' s Advisory Committee on Government Organization, 1953-61; International Civil Service Advisory Board, 1950 - 64; National Advisory Committee of the Peace Corps, 1961-68; President's Committee on Labor--Management Policy, 1965-68. While performing these services, Dr. Flemming was serving as the President for Ohio Wesleyan University, 1948-53 and 1957-58; University of Oregon, 1961-68; and Macalester College, 1968-71. He also rendered service as a member of the U.S. Civil Service Commission, z .'1t ur a: .'Xk iTxcood F.?err3Tning 1939-48 and the War Manpower Commission where he was chairman of the Labor- Management Manpower Policy Committee, 1942-45. Bass of Awards Eligibility of Nominees Any male or female, civilian or military employee of the Executive Branch of the United States Government who did not reach his or her fortieth birthday before January 1, 1980, is eligible for nomination in the Arthur S. Flemming Awards Program. Similar employees of the Library of Congress, the General Accounting Office, Office of the Architect of the Capitol, the Government Printing Office, the Administrative Office of the U.S. Courts, and the Botanic Garden are also eligible. Nominees may include employees in departmental headquarters, regional or field offices or military installations throughout the world- The following general criteria are considered in evaluating nominations: (a) Specific Accomplishments. A specific accomplishment, for which the nominee is primarily responsible, resulting in a material improvement in service, a substantial financial savings or significant social or technological progress. One or more nominees may be submitted if such nominees were equally responsible for the accomplishment. (b) General Accomplishment. Outstanding executive, scientific or technical ability or outstanding performance evidenced by the nominee, even though such ability or performance is not necessarily connected with or related to a specific accomplishment or project. (c) Community Involvement. Community activities in which the nominee has participated for the enhancement of the community at large. Specific examples and details must support each nomination. Supporting data should be limited to facts, insofar as possible, rather than opinions or conclusions. General Information Ten separate awards are made. Five awards are in scientific or technical fields, and five in administrative or executive fields. The award recipients are chosen by a panel of distinguished, nationally prominent judges. Each award winner receives suitably engraved awards. Awards are presented at the Arthur S. Flemming Awards Program in Washington, D. C. Day Department of the Navy Annapolis, MD. For his outstanding management of the Naval Academy laundry facility. At a time when spiralling cost of material goods and services are plaguing all industry, Mr. Day's management has resulted in the Brigade of Midshipmen's laundry and drycleaning charges remaining at the level established in 1975. His management program was incorporated into a CNO project and successfully tested onboard the USS Saratoga, which reduced the ship's workforce from 75 to 22 in the laundry department. He has been able to reduce the amount of potable water which must be used per manday, which reduces the amount of fresh water that must be distilled. Mr. William J. Flanagan, Jr. Department of the Navy Washington, D.C. For his outstanding leadership in command, and high level staff positions within the Navy. His achievements in anti-submarine warfare tactics, Navy human goals programs, and development of the automated executive level correspondence control system have been of great benefit to his department. Mr. Flanagan has served as an Assistant and Advisor to both the Chief of Naval Operations and the Secretary of the Navy. He has influenced naval policy in personnel retention, equal opportunity, fleet readiness, and shore establishment management. Commander Flanagan actively works at improving all aspects of civilian/military community understanding. Michael McGinnis Department of Health, Education, and Welfare Washington, D.C. For his outstanding achievements as a Health Care Administrator. and for leadership in the development of a workable conceptual framework for national health promotion programs. He has set high but attainable goals which have made this new federal leadership in disease prevention a reality. Dr. McGinnis is concerned with changing the behavioral patterns of many Americans so as to offer them a more fruitful and healthier life. In a community sense, the doctor has established internships for students interested in the Federal Government. His efforts have benefited students from both Berkeley. and Duke. Mr. Christian S. White Federal Trade Commission Washington, D.C. Mr. White is personally responsible for generating new ideas and instituting several new programs at the FTC. He has played a critical role in recruiting, choosing and developing an effective top management team. Through his efforts the policy planning function is now fully integrated into commission operations. Under Mr. White's leadership the Agency has a functioning senior executive service and is making significant progress in implementing other aspects of the Civil Service Reform Act of 1978. His community involvement concerns both church and civic affairs, including the establishment of a shelter for homeless women within the city. Birmingham, Alabama For his exceptional ability to understand human suffering and seek ways in which to improve the quality of life for those in need. His work in ridding the world of small pox, and his efforts at providing decent, safe housing in a quality environment for thousands of Alabama citizens are testimony to his commitment. It is difficult to separate Mr. Wilson's vocational achievements from his community involvement. He has tutored students in the art of photography, coached schoolboy football teams, and lectured on public health concerns. Presently, he is an active member of the Birmingham Chapter of the NAACP, and campaigns for the United Negro College Fund. For achievements in medical research, particularly studies on the regulation of the human immune system and its relation to the body's defense against disease. Dr. Fauci developed a unique methodology to allow scientists to measure safely the suppressive and enhancing elements of human immune cells. Clinically, Dr. Fauci's investigations have formed the basis for effective design of steroid therapy in autoimmune disorders, organ transplantation, and tumor surveillance. In his community, Dr. Fauci devotes time to seminars at the various hospitals; particularly, with respect to paramedics, and medical support personnel. Dr. Elaine S. Oran Naval Research Laboratory Washington, D.C. For her outstanding research in reactive flow physics, which has significantly advanced the understanding of the earth's atmosphere. Her recent work in combustion dynamics has produced a body of highly innovative research. She has done leading work in combining fluid dynamics and chemical reactions for detailed studies of flames and detonations, She has generated work on the kinetics of combustible materials such as hydrogen and alternate fuels. Dr. Oran is presently authoring a book concerning the modeling of reactive flows, the first textbook of its kind on the subject. Dr. Oran has become involved with local high schools, and colleges in the career aspects of scientific research. Mr. Broderick has distinguished himself as an expert in highly complex aircraft engineering developments, and environmental matters as they relate to worldwide aviation safety. This includes work in assessing the potentially adverse impact of aircraft operations upon the stratospheric ozone layer, and possible global climatic changes. For his outstanding contribution to the effectiveness of economic intelligence on resource issues, particularly concerning petroleum. Mr. Eckland's work on international energy has included development of the methodology for CIA analysis of worldwide energy demand and supply. He prepared and directed the technical aspects of the Agency's 1974 Camp David meetings on energy. The 1979 CIA world oil market study was another of Mr. Eckland's endeavors. His community commitment includes educating people to the benefits of solar energy, and assisting local groups in their quest to help solve the fuel crisis. FLEMMING AWARDS PROGRAM Presented By 000200020002-6 THE DOWNTOWN JAYCEES OF WASHINGTON, D.C. To Honor Outstanding Young Men and Women in the Federal Government The Arthur S. Flemming Awards Commission and the Downtown Jaycees of Washington, D.C. announces the Thirty-Third Annual Arthur S. Flemming Awards Program honoring outstanding young men and women in the Federal Government of 1980. PURPOSE OF THE ARTHUR S. FLEMMING AWARDS PROGRAM The purpose of honoring outstanding young men and women in the Federal Government each year is fourfold: (1) to recognize those who have performed outstanding and meritorious work for the Federal Government; (2) to attract outstanding persons to the Federal Government; (3) to encourage high standards of performance in the Federal service; and (4) to enhance appreciation of our form of government and the opportunities and responsibilities that it presents. The United States Office of Personnel Management enthusiastically supports the Commission and the Jaycees in the furtherance of this Program. ELIGIBILITY OF NOMINEES Any male or female career Federal employee of the Executive Branch of the United States Government or member of the uniformed services who will not reach his or her fortieth birthday before January 1, 1981 and who has or will have a total of 36 months of government service by December 31, 1980, is eligible for nomination in the Arthur S. Flemming Awards Program. Similar employees of the Library of Congress, the General Accounting Office, Office of the Architect of the Capitol, the Government Printing Office, the Administrative Office of the US Courts and the Botanic Gardens are also eligible. A nominee may be an officer or employee in the department or field service throughout the world. Awards will be made principally for outstanding and meritorious achievements having current impact on Federal programs or operations. Individuals previously nominated, but not selected for a Flem- ming Award may be renominated. The issue of whether the age criterion associated with this award violates the Age Discrimination in Employment Act of 1967(ADEA), as amended in 1974 by Public Law 93-259 has been raised with the Office of Personnel Management. OPM has stated, in part, that "... nominating or selecting an em- ployee for an age-restricted, non-Federal award does not, in and of itself, violate the ADEA prohibi- tions." The Downtown Jaycees, young men and women in the early stages of their careers, founded the Flemming Awards to recognize significant achievement by their peers in the Federal Govern- ment. While it is recognized that age has no bearing on an individual's performance, the age limitation is thought to be important to the objectives of this Program. BASIS OF NOMINATION A nomination may be submitted in only one category, i.e., "Administrative" or "Scientific," not both, although duties may overlap both areas. Administrative nominees should have demonstrated exceptional ability in administration in any field, such as personnel, labor or law. For the purpose of this Program, the Military Departments of Defense, and the Office of the Secretary of Defense, will be considered as separate departments. GENERAL INFORMATION Ten separate awards will be made. Five awards will be made to individuals in scientific or technical fields, and five in administrative or executive fields. Winners of the awards will be chosen by a panel of distinguished, nationally prominent judges. Each award winner will receive a suitably engraved plaque. Awards will be presented at the Arthur S. Flemming Awards Program in Washington, D.C. on April 10, 1981.
