Two major dynamics will affect both Bonn and Versailles,: o The outcome at Ve sailles will shape the results at Bonn. The Allies are focused n our projected budget deficits and their implications for interest rates. Clearly, the budget issue is crucial to domestic economy and fraught with domestic political pz'.espures, but any move on the defitit could be used for w114ximum for~iyn policy gain, emphasizing that our actions are aimed it restoring both economic and defense growth. v of course, a decision on START will have to be taken with an eye to the il,ternat.ional environment. The timing and substance of your START decisions will go far to determining the atmospherics of the entire trip and the degree to which the Allies will be responsive to our concerns and objectives at.
