1. Program Objectives.
The principal objectives/tasks of the 1967 ICEX program

a. Set up parallel US and GVN "management" structures,

A multiple sample shipment designated 10027A(5) was received by
the Analytical Branch from FSTC 3 March 1984. One sample, consisting of
a tan powder carrying the identification TH 840224-1DL, was designated
10027A(5)-18. The powder was containerized Ira glass screw top jar over-
packed in styrofoEm.
A vapor sample withdrawn from within the glass jar was subjected to

1. Read and approved the Bross letter. Gilpatric spoke
most enthusiastically of Bross.
Z. McNamara formally requested that we arrange for U-2
aerial surveillance of the India-ChiCom border utilizing Takhli.
3. Commented that the NRO budget had not been settled
and that demand for increase in the '64 budget was in their hands.
