EL SALVADOR: Preliminary Election Results
The heavy voter turnout yesterday greatly enhances the
credibility at home and abroad of the elections, but returns
at this time are too incomplete to predict a winner.
The electorate is said to have voted in massive
numbers despite guerrilla violence, severely disrupted
transportation facilities, and time-consuming and cumber-
some voting procedures. Preliminary indications are that
an estimated 600,000 individuals voted in San Salvador
Officials at polling places throughout the country
were forced to request additional ballots. Lines were
sufficiently long.at some locations that voters had to
be turned away when the Central Elections Commission
was unable to obtain approval to extend the closing time

The insurgents succeeded in halting the elections
in only the city of Usulutan and a town in Morazan.
Fighting in Usulutan, where the guerrillas focused their
efforts, resulted in 10 soldiers killed and 15 wounded,
according to press accounts. The guerrillas withdrew
from the city after military reinforcements were called
In San Salvador and in much of the rest of the
country, guerrilla activity was far less ambitious than
earlier reports had predicted. The insurgents carried
out probing actions and terrorist operations in six
suburbs around San Salvador but failed to enter the
city.
Twenty-four guerrillas, nevertheless, reportedly
were killed in fighting near the capital. As in past
efforts, they failed to elicit popular support and, in
at least one case, voter ignored and even mocked insur-
gent snipers.

The morale of the Salvadoran military will receive
a major boost from its success in providing security for
the elections. Defense Minister Garcia and other senior
officers almost certainly will view this achievement as
strengthening their hand in dealing with whatever new
government emerges.
