MEMORANDUM FOR: Executive Officer, DD/S&T
1. Attached are some papers which may be of interest
to Dr. Wheelon, beginning with Special Group Minutes of
14 May 1965, in which the Directort_states that he is Opposed
to TROJAN HORSE operating beyond its present restrictions.
Tab B is COMOR D-25/163, in which a reference is made to a
20-mile restriction. I recall at this COMOR meeting, at
Mr. Reber's request, I provided COMOR with a large map of
North Vietnam and called Capt. Fitzwater in JRC to ask him
what the restrictions imposed on TROJAN HORSE were at that
date. He stated that the low-level overflight of North Vietnam
was limited to 210 north and still to remain 40-miles from
Hanoi and Haiphong. He said that no additional restrictions
had been imposed on the SAC U-2's. At some time in COMOR
that day mention of the 20-mile restriction south of the DRV
border came out and was incorporated in the COMOR paper
25/163, paragraph 7.e., of 10 May 1965. Copy attached. In
addition, USIB on 12 May modified the COMOR recommendations,
stating that "consideration would be given to TROJAN HORSE
to go as far north as the China border....". The approved
recommendations are contained in USIB-D-41.14/251, dated
14 May 1965. Subsequent to the USIB meeting the Director,
on 13 May 1965, made the statement that he "Opposed the use

of U.S. uniformed personnel in surveillance missions beyond
present restrictions".
2. Yesterday afternoon, in discussion with
on TROJAN HORSE and IDEALIST/TACKLE Operations, I mentioned
to him that we were not receiving sufficient information
from JRC to determine what restrictions presently existed on
TROJAN HORSE, among other things. At my suggestion, and at
direction,. I prepared a cable to JRC asking
them for certain information. Copy Attached. JRC responded
stating that restrictions for TROJAN HORSE were contained in
a JCS message dated 25 April 1964. Copy attached. It should
be noted that "SAC U-2 aircraft are authorized to fly all of
Laos and North Vietnam, up to the China Border". I gather,
from JRC's answer, that this authorization is still in effect.
I now can not help but feel that the Director, as well as
others concerned, may be under the mistaken impression that
SAC U-2 aircraft are restricted to 20-miles from the DRV/
China border.
3. I am passing this information on to you with
authorization. In the event you concur that the
Director may be misinformed, then proper action can be taken
to correct a mistaken impression, if such exists.

(the contents of which received telephonic approval on 3 May 1965),
Mr. Bundy felt that these missions were better kept at the present time
in the NRO forecast and within the purview of the 303 Committee.
(2) Apropos of TROJAN IIORSE, Admiral Itaborn pointed out
that whereas USIB on 12 May had reemphasized requirements against certain
t..:rgets in the Hanoi area and at transhipment points to the north, he,

b. Southeast Asia - Low-Level Missions North of 21st Parallel:
Whether to Approve onMission by Mission or Package Basis.
(1) In consideration of low-level missions north of the
21st parallel, Mr. Bundy advised that the overall subject would he dis-
cussed by the Acting Secretary of State and the Secretary of Defense
soonest so that there would be no conflict between military action and
political developments which could lead to the conference table.
(2) At the same time, it was agreed that low-level
"rlissions would continue to be considered on a case-by-case basis.
Mr. Vance emphatically endorsed this point of view.

The JRC monthly reconnaissance forecast for May 1965 received
telephonic approval on 30 April 1965.
