ABSTRACTs This item is devoted to the examination of notes ("Zapiskall) by
the Russian military surgeon N.I. Pirogov, dating from 1847,
and dealing with military-medical organization and administration
in the field. The article is of historical interest. The author
considers Pirogov's contributions in this sphere to be of great
value to contemporary military-medical science. There are 16 re-
ferences, 15 of which Soviet, and 1 Polish.

Lensovet (LTI). The program of the conference includedt the most im-
portant problems of enamel synthesis, enameling of metal products
and industrial apparatus. About 250 experts took part in the conference.
representatives from works-in the UkrSSR, Ural, Novosibirsk, Ulan-Ude,
Kuznetsk, Dzerzhinak,.as well as functionaries of the universities,
of the scientific research and design institutes in Leningrad, Moscow,
Novorcherkasak, Dnepropetrovsk, Sverdlovsk, Riga, Kharlkov,and other
towns. More than 40 reports were given and discassed. Professor K,S,.
Yevatroplyev, director of the LTI imeni Lensovet, in his opening

ABSTRACT, The Repsold meridian circle at Moscow Observatory was constructed in
1845-1846 and modified several times, most recently in 1950-1953, It has two
separate circles: a main circle with 2' graduations and an auxiliary circle with
10' graduations. A study has now been made of these graduations of the main cir-
cle. The paper is organized in the following sections: I. Intrnduction. 2.
Organization of investigation of the circle. 3. influence of inclination of the
microscopes and deviations of the limb from a plane perpendicular to the axis of
rotation on circle readings. 4. investigation of deviation of the Repsold ineri-
than circle limb from a plane perpendicular to the axis of rotation. 5. Deter-
mination of inclination of microscopes. 6. Description of investigation method.

sults. The final conclusions drawn were: 1. The system of corrections for the
diameters of the Repsold meridian circle have changed In comparison with the sys-
tem of corrections obtained In 1937, probably as a result of deformation of the
circle. Displacements of graduations relative to their former position on the
limb average + 0.1109. The corrections obtained by the "steW' method are, to a
considerable liegree, free of random errors in the determination of reference dia-
meters due to the use of a large number of angles between microscopes. It is of
great importance to study deviations of the limb from a plane perpendicular to
the axis of rotation of the circle and to check the Inclination of the micro-
scopes because their joint Influence Is a source of systematic and random errors
in readings of the circle and therefore In declinations. "in conclusion. the

ABSTRACT: The author gives a description of various events aid
cultural performances during the VIth World Youth Festi ral
in which about 8,000 representatives of youth organizitions
took part. The International Students' Club presentei con-

carnival. There were alsi chess tournaments and a gieat
number of seminars where actual problems were dealt vith.
On the whole all participants were enthusiastic as t, the
culture and progress in the Soviet Union. There wert how-
ever, some disputes relating to fine arts and litera ure,
but the socialist viewpoint finally won out.
The author in concluding states that the lark of know' edge
of foreign languages requires a thorough reorganizati)n of

coordinates while in the present paper he discusses the cylindrical standing-and
traveling waves and solves the equation ,"Or the damping coefficient and the
frequency of the waves. The results differ by less than 0.1 % from those

Irkutsk, Kayrak-Kumy Hydroelectric Power Pjaats)
and will be realized in the planned Cheboksarsk,-y
and PlYavinPk'.y gidrouzly (Cheboksary and Plyalriny--i:-
Hydrcelectri-c Pcwer pleats) . An additional methoi

sor B.K. Aleksandrov is working on lessening the
weight of hydroelectric power plant bodies at the
Moskovskoyeotdeleniye instituta Gidroenergoproyekt
or Mosgidep (Moscow Department of the Gidroenergo-
proyekt Institute) in which the above-mentioned
principles are being taken into consideration, The
authors present four diagrams of proposed power plant
arrangements for the Cheboksary Hydroelec~ric
bower Plant. They show that both the equipment
weight and the volume of construction work can be
considerably reduced. The new principles also hold
true for the construction of locks for shipping.
Diagram Nr 5 shows a cribwork wall consisting of
two hollow reinforced concrete elements, the vciume
of which amountc3 to only 15-20% of P solid concre*e

APSTRACT: The author states that during the last 12 years the Tabor Re-
aerve schools have given the mines of the Yrivoy Rog Basin
more than 20,000 young workers. lie points out the post-war
methods of production and that the 6-month training period at
the FZO schools prcved at that time sufficient. Subseiuently,
the training systei had to be revised and during the last 2-11
yeare the foremen and engineering personnel have been looking
for new methods to increase production, This has led to the
establishment of complex teams and to operational changes.

members of the team being able to perform several kinds,of work.
Combining several professions has had a positive effect on the
productivity of labor. The method of reckoning up wages was
also changed and the earnings now depend on the quantity of
ore produced. This resulted in a pay increase for many miners.
The author states that the experience gained through teamwork
during the last 2 years raises the question of a change in the
training of miners. He recommends that the trAining 1e con-
ducted separately for miners, shaft sinking workers and mine
mechanics. The miners should be trained in boring, strengthen-
ing, scraping and blasting operations. The workers in shaft
sinking are to be trained in sinking, operating the roA re-
movVng machine, blasting operations, laying out and repairing
mine roads. Mine mechanics should be Able to operate And re-
pair mining machinery and electro-mechanical equipment, And
should therefore be trained as fitters, electric locomotive
and lifting device operators, and in handling bilge pumps,
ventilators etc. The training period for the miners and
