MEMORANDUM FOR RECORD 21 Jun 84
SUBJECT: Security Hazard (U)
l.(U) On 15 June 1984, at 1330 this office received a telephone call
from The Special Operations Detachment (SOD), INSCOM that SOD had
received a document which should have gone to our office. The
undersigned immediately went to SOD and secured the document.
2. (S) The document was classified SECRET/CENTER LANE 4/NO FOREIGN
DISSEMINATION. and had been sent to this office from the office of the
SGFOIAG INSCOM. The envelope containing the document was addressed simply
OL Buzby. The only two people who had seen the document were the SOD
courier, who had transported the document from
Arlington Hall to SOD, and the SOD Secretary, , who
had opened the envelope and got the phone number of this office off
the blame line of the document. SGFOIA3 SGFOIA3
SGFOIA3
3 (U) was interviewed on 18 June and was
interviewed on 19 June 1984 concerning the incident. Both denied
reading the document other than to obtain the telephone number of our
office. Neither could recall any information contained in the
document. Both individuals were informed of the sensitivity of the
program and as a precaution they both executed a briefing and a
debriefing statement. Both individuals are cleared for TOP SECRET and
because of the nature of their duties they are used to working with
highly sensitive information. Because of the above it is highly
unlikely that a compromise took place.
4. (S) The reason for the security hazard was the failure to follow
the provisions of AR 380-5 concerning the addressing of classified
material for transmission.
