Weather Modification in Southeast Asia
In the course of the war in Southeast Asia CIA did experiment
with rain-making in Southeast Asia, to impede enemy military
activity there. It also experimented in a limited fashion -- with
dramatic success in one case where a road simply slid into a
valley -- with mud-making.
An overseas activity, this is reported in the present context
as it does involve a controversial activity, relating to ecological
considerations. Further, the issue may become related to a
patent infringement suit brought by the Weather Engineering
Corporation of America and Canada (WECOA-C) against the U.S.
Air Force and other Government agencies. The suit apparently
was stimulated by a series of articles stemming from a column
of Jack Anderson's asserting that USAF had engaged in weather
modification activities in Laos since 1967. The Agency never did
use devices of the kind patented by WECOA-C.
