--Argentine officials have proposed a "dialogue" between
Washington and Buenos Aires on human rights. The precise
nature of what the Argentines want to discuss or hope to
accomplish has not been made clear, however, and desire for
such talks within the regime is far from unanimous. There
is no recent evidence of significant change in the h;Fan rights

situation in Argentina, but
President VideZa hopes to end illegal detentions of per-sons
not involved in terrorist activity., and is considering the
application of procedural safeguards to terrorists as well.
Videla will have to convince the military heirarchy that
these moves should be made, however, and this will be espe-
cially difficult where actual terrorists are concerned.
