Human Rights Developments
Argentine human rights organizations have expressed
concern for the safety of prisoners following their
release from prison. In the past two months, at least
five prisoners have disappeared shortly after they were
released late at night. Two other persons reportedly
disappeared last month after attending a mass for a
Paraguayan refugee.
The assassination on 10 April of an undersecretary
in Argentina's Ministry of Economy is the first major
terrorist incident in almost a year. The style of the

attacklsuggetts it wai the wOrk of one of the nation's
two ma3or leftist terrorist organizations, the Peoples
Revolutionary Army or the Montoneros.
The action is almost certainly calculated to focus
attention on economic grievances at a time when the govern-
ment'siausterity measures are coming under increasing
political attack. Neither of the terrorist groups, which
have been hard hit by the militar �overnment
to become a more serious threat.
