The General Accounting Office has begun a review of the effectiveness
of the provisions for internationally protected persons and property
(IPP&P). These provisions arise� from the requirements and obligations
established in international law and conventions, bilateral agreements,
and national laws,,such:as the Protection of Foreign Diplomats Act,
insofar as theyseek to limit the exposure of IPP&P to terrorists acts.
�
We are going to focus on the readiness of U.S. Embassies to cope
with terrorist actions; on the experiencn and capability of the host
country in this regard and its support of the embassy; as well as on
. the capability of those U.S. organizations which are involved in the
provisions of support to foreign missions and IPP&P in the U.S.
We believe we will need to work closely with those people.in the
Central Intelligence Agency who have experience in counter terrorist
operations; know about terrorist organizations, methods, objectives, �
targets and effectiveness and particularly the specifics of some of the
incidents which have impacted on IPP&P.
Mr. Joseph DiGiorgio is the Assistant Director in charge of this
assignment. He will be making arrangements for meetings and data
necessary in the -course of this review. Should you have any questions,
