1. YUGOSLAVIA: I'rues opposes further UNRRA shipments --Byrnes
has directed that all appropriate means be takento stop further ship-
ments of UNRRA supplies to Yugoslavia, in view of that country's
"outrageous and unfriendly conduct."
Rights of US citizens violated�US Charge Shantz in Belgrade
reports that Yugoslav authorities have consistently violated the rights
of US citizens residing in Yugoslavia. Shantz cites many cases of
claimants to US citizenship being held in concentration camps, forced
into slave labor, denied access to US representatives and refused exit
visas.
2. FRANCE: Left-wing Socialists left-wing
Socialist leader hasormed Caffery affery that the left-wing Socialists
desire "above all" friendly cooperation with the US. He added that
they will attemptyat the current Socialist Party Congress, to have the
Party adopt a "new orientation," neither pro-MRP nor pro-Communist.

(a) current fish consumption accounts for practically all animal protein
in the Japanese diet, (b) additional fish supplies will reduce requirements
for food imports, and (c) former fish consumption levels cannot be ap- -
proached without the extensions authorized by SCAP on 22 June and
6 August. SCAP observes that Japanese fishing in the extended areas
"does not preclude ... other nations from sending vessels to fish in the '
International waters of these areas."

4. PHILIPPINES: Filipino veteran question�General Christiansen
reports that US ireatment of Filipino veterans has receited
"stinging denunciation" in the Philippine House of Representatives.
5. N.E.I.: British intentions at Batavia--US Consul General Foote
reports that Lord KUlearn now is established at Batavia with a large
staff. His Intentions are to "see the lay of the land" and to "shuttle
between Singapore and Batavia." Foote comments that the British
apparently intend to mediate or otherwise supervise Dutch-Indonesian
negotiations.
