No Objection to Declassification in Full 2010/03/04: LOC-HAK-227-4-2-3 OFFICE OF THE SECRETARY OF STATE WASHINGTON January 8, 1977 Enclosed are the "Soviet Strategic Forces" reports which were delivered to the Department early this morning. The blue btak is the Team A report (prepared by the Agency's in-house experts) covered by a note from Bush deploring the leaks that have been generated by this experiment competitive analysis. The gray book is the Team B report prepared by the "outside" experts. This is abootleg cons-which you, in theory, are not suppose to see and it is the only copy in this building.
