Per your request yesterday, I have reviewed the draft memorandum,
Background Information on Intelligence Matters . I submit the following
informal comments for. your consideration.
? page 19: The description of the Murphy Commission's
recommendations omits two which are relevant to this paper:
- establish a special staff to draft and review NIEs
(Recommendation 54, page 103) and
- establish a statutory classification system
(Recommendation 173, pages 201 and 202).
? page 20: The description of the Rockefeller Commission's
recommendations omits one which is relevant to this, paper:
w consideration of whether the CIA budget should be made
public to some extent (Recommendation 4, page 81),
? page 24 (chart) : Under Rockefeller (75), , Congressional
Oversight: fill in the following: establish a Joint Committee
on Intelligence.
