1. SIGNIFICANCE: CONSTRUCTION ON SILO 9 HAS PROGRESSED TO THE
POINT WHERE IT COUNTS AS AN ABM LAUNCHER UNDER THE TERMS OF THE
ABM TREATY. (SWN)
2. REMARKS: ABM SILO 9 AT MOSKVA ABM COMPLEX B06 HAS REACHED THE
STAGE OF CONSTRUCTION WHERE IT IS ACCOUNTABLE UNDER THE ABM
TREATY (GRAPHIC 1). EXCAVATION/CORING, WHICH GOES BEYOND
INITIAL EARTHWORKS, HAS TAKEN PLACE SINCE WHEN THE
SILO WAS LAST OBSERVED. THIS BRINGS TO 12 THE NUMBER OF ABM
LAUNCH SILOS UNDER CONSTRUCTION AT B06. (SWN)
MOSKVA ABM COMPLEX B06 IS ONE OF NINE ABM COMPLEXES IN THE
MOSCOW AREA (GRAPHIC 2). (SWN)
