1. SIGNIFICANCE: THE PAYLOAD SHROUD IS BEING DISMANTLED ON THE
ERECTED CSL-X-3 SPACE LAUNCH VEHICLE (SLV) SUGGESTING THAT THE
CHINESE ARE PROBABLY EXPERIENCING PAYLOAD-ASSOCIATED TECHNICAL
PROBLEMS WITH THE SLV. (SWN)
2. REMARKS: ONE HALF OF THE PAYLOAD SHROUD HAS BEEN REMOVED AND
IS ON THE PAYLOAD/THIRD-STAGE TRANSPORTER AT THE BASE OF THE
SERVICE GANTRY. THREE OF THE UPPER SERVICE PLATFORMS OF THE
SERVICE GANTRY ARE OPEN EXPOSING THE OTHER HALF OF THE PAYLOAD
SHROUD. THE THREE BOOSTER STAGES REMAIN ENCLOSED IN THE
GANTRY. APPROXIMATELY 30 PERSONNEL AND NUMEROUS SUPPORT
VEHICLES ARE AT THE LAUNCH SITE. (SWN)
PREPARATIONS FOR THE FIRST LAUNCH OF THE CSL-X-3 SLV FROM
SONGLIN HAVE BEEN IN PROGRESS SINCE AT LEAST 25X1
THE ERECTED CSL-X-3 WAS INITIALLY OBSERVED ON THE LAUNCH PAD ON

ELECTRONIC VANS INDICATED THAT THE SLV WAS FUELED AND READY FOR
LAUNCH. THE ARRIVAL OF VIP BUSES AND SEDANS AT THE LAUNCH SITE
AND THE RELEASE OF WEATHER BALLOONS WERE FURTHER INDICATIONS
THAT THE LAUNCH WAS EXPECTED SOON. (SWN)
