1. On behalf of NSA's request, reference (a) tasked the Chairman,
Compartmentation Subcommittee (CS) to review Intelligence
Community experience concerning foreign travel and assignment of
personnel with SCI access. The Chairman, CS tasked members (at
the 1 July meeting) to provide written information by 15 July 1982.
2. Enclosure (1) implements DCID 1/20 policy regarding travel and
assignment of personnel within the Department of the Navy. Even
though enclosure (1) delegated approval authority to the Fleet
Commanders for certain situations, they continue to submit all
requests involving travel to restricted countries to Commander,
Naval Intelligence Command for consideration. Commander, Naval
Security Group Command was also delegated approval authority for
cryptologic personnel. All cryptologic personnel are
automatically restricted from travel to DCID 1/20 countries unless
specifically authorized by Commander, Naval Security Group at the
Headquarters level.
3. During the past year, Commander, Naval Intelligence Command
granted twenty-four waivers for travel to the countries indicated
below. Appropriate defensive security briefings were also
provided prior to travel. Commander, Naval Security Group
indicated that it also authorized a similar number of waivers for
travel for similar areas/countries. The aforementioned waivers
were predominantly for unofficial travel.
