he Brookings Institution is a private non-profit
organization devoted to research, education and publication on important issues of
domestic and foreign policy. The Brookings Center for Public Policy Education is
the educational arm of the Institution and serves as a national resource for executive
education.
The Center's programs for senior government executives, described in this
announcement, have these goals:
ITo enhance the federal executive's understanding of relationships between his or
her policy and programmatic responsibilities, and broader national policies and
objectives;
I To review and analyze major public policy developments in the past and present,
and to discuss emerging issues and their policy implications;
ITo explore, with decisionmakers from government and business, current public
policy issues (both domestic and international) and to consider policy choices
available to decisionmakers;
ITo increase understanding of the federal executive's relationships with the Congress,
American industry, state and local governments, the press, interest groups, and other
forces in the public policy environment.
Over 700 government executives participate in Brookings programs each year.
These men and women return to their duties with enhanced understanding of
current national objectives and future governmental directions.

PERSIPECTIVES ON PUBLICINDLICY
Two-week conferences on major
public policy issues affecting the
nation.
Senior federal executives carry great responsibility.
Their decisions establish the direction of government policy for years into the
future. Federal executives, although highly knowledgeable about the programs they
administer, need an opportunity to step outside of their policy area to examine the
interaction of their activities with broad national objectives and the larger policy-
making system.
"Perspectives on Public Policy" is our two-week conference for senior-level
government officials, designed to provide a significant professional development
experience for government executives. Through informative, off-the-record sessions,
government officials are given the opportunity to focus on:
I The history and development of the constitutional framework in which public
policy is formed;
I Current national and international problems and how they affect public policy;
I Emerging issues which pose policy choices for government decisionmakers now
and in the near future.
Participants come together to exchange knowledge and ideas in an informal
atmosphere, away from the pressure of their daily responsibilities. Each conference
is comprised of some 35 individuals who occupy leadership positions in their
government organizations. Resource leaders from the Executive Branch, Congress,
academic institutions, the media, and the private sector serve as catalysts for each
group, providing essential information and advancing the dialogue.
The objective of this program is to help government policymakers gain new insights
which will assist them in the performance of their duties.
Note: Approved by the American Council on Education for three semester hours of graduate-level
credit in Public Administration and Public Policy.

POLICY AND OPERATIONS
One-week conferences examining
the role of business in American
society.
Senior government executives make decisions that
significantly affect the operations of American industry. Government spending, tax,
and regulatory decisions have an impact upon every level of corporate planning.
"Understanding Business Policy and Operations" is our one-week conference for
senior government officials, held in selected cities where the corporate offices of
major U.S. firms are located. Designed to broaden each participant's grasp of
business operations and philosophy, these programs examine the role of American
business in national and international affairs.
The conference sessions are conducted on-site at corporate headquarters. Discus-
sions focus on:
1 The management, philosophy, and operating practices of major U.S. corporations;
1 The mutual interests and patterns of interactions between government agencies
and business firms;
I Strategic planning and goal setting, financial management, and the competitive
position of U.S. industry in the world economy.
Government executives meet with the officers of nine or ten leading corporations,
exploring key issues of mutual concern in an off-the-record, informal setting.
Supplementing firsthand exposure to corporate management are meetings with
knowledgeable observers of economic, social, and political trends in contemporary
society.
Our objective in this program is to foster a frank exchange between the leaders of
government and the leaders of business and industry. In addition, we hope to
provide an executive development experience for federal career officials which will
assist them in carrying out their daily responsibilities.

Six-day conferences for science
executives, exploring the
relationships of science and
technology to public policy.
he technological revolution of the postwar decades
has altered the environment in which government operates, transforming the
agenda of public policy. In particular, technological advances in the fields of nuclear
energy, space, bioengineering, and the information sciences have profoundly
affected the modern world. The implications of current and future innovations in
scientific and technical fields will continue to have an impact on the development
and execution of public policy in the years ahead.
"Outlook on Issues in Science and Technology" is our six-day conference for science
executives. These sessions are designed for technical managers from the physical,
biological, natural, and engineering sciences who are responsible for program or
procurement activities, and also for executives in policy positions whose decisions
are affected by the rapidly evolving technological environment.
In the Williamsburg setting, site of one of the earliest governments in colonial
America, federal science executives gather to discuss the relationships of science and
technology to public policy with Members of Congress, Administration officials,
scholars, and independent analysts. Participants examine major 20th century issues
pertaining to science and technology in the restored 18th century conference
location.
These sessions focus upon a broad range of issues, exploring the important role of
research and development in meeting national objectives. All meetings are informal
and off the record, and speakers are presented less to provide answers than to
stimulate critical thought.
Our objective in these conferences is to help senior federal executives gain fresh
insights, broadening their perspectives on the numerous relationships of science and
technology to public policymaking. In addition, we hope to provide an executive

CRITICAL PUBLIC POLICY ISSUES
Two and one-half day programs
for executives, examining
selected public policy issues.
Toperform effectively in the changing world of the
80's, business executives need an understanding of federal policy issues and processes;
at the same time, government executives need to comprehend the complexities of
the present corporate environment.
Our "Executive Leadership Seminars on Critical Public Policy Issues," held through-
out the year, bring together senior-level officials from both communities to explore
a single issue of national significance.
These informal, off-the-record sessions accomplish two goals: they provide a forum
where an issue can be discussed and debated in some depth, and they foster the devel-
opment of new perspectives on issues of major concern to business and industry.
Speakers at the Seminars are asked to stimulate analysis and to advance dialogue
rather than lecture. They include key Administration officials, Members of Congress,
and experts from a variety of Washington institutions. All participants are expected
to raise questions about the aspects of the issue under review.
Encouraging the exchange of ideas between leaders from different sectors of society
is a major objective of the Center for Public Policy Education. These Executive
Leadership Seminars are an important element in meeting that objective.

an important national issue.
Crucial issues influencing the social, economic,
and political directions of the United States are the focus of one-day "National Issues
Forums" to be held throughout the year at Brookings.
Designed for an audience of approximately 75 persons, each of these sessions
explores one significant policy issue and the complex legislative and administrative
proposals that relate to it.
White House officials, Members of Congress, independent scholars, and seasoned
policy observers introduce the major facets of the issue being discussed. Participants
in the Forums have an opportunity to express their own views in engaging in
dialogue with key Washington decisionmakers.
These sessions are on the record, and the points made by panel members and
audience participants are reported by the national news media. Video cassettes will
be available on selected programs.

Cancellation Policy
If a registrant withdraws within the two-week period prior to the conference, and is not replaced
by a qualified substitute (GS-15 or above), a cancellation fee of one half the tuition will be
charged to partially cover the Institution's administrative costs.
