The Federal Emergency Management Agency's (FEMA) mission, as
established by presidential executive order, has been to ensure a sound hazards
management program which will be effective in reducing the impact of national
emergencies and disasters on the lives and property of our citizenry. A major
cornerstone of FEMA's comprehensive emergency management program has been
its national emergency management training programs, which have evolved as a
direct result of the diverse challenges posed by innumerable natural and
manmade hazards. ' Striving to" meet these needs is the basis for FEMA's
national emergency management training needs assessment Symposium, to be
conducted by the Emergency Management Institute (EMI) at the National
Emergency Training Center in Emmitsburg, Maryland.
I would like to take this opportunity to invite you to attend this
Symposium, scheduled for April 2-4, 1986, and solicit your support in evaluating
FEMA's current and future goals and objectives as they pertain to its national
emergency management training activities. Your knowledge and expertise in
issues pertaining to emergency preparedness and the security of our nation, will
be essential as we focus our efforts on:
1. Continuing a comprehensive study of FEMA's Federal
training mandate as it pertains to national emergency
preparedness;
2. Identifying training implications of major hazards and
disasters that have national emergency preparedness
ramifications;
3. Differentiating the roles of "local," "state," and "national"
support systems in catastrophic disaster management and
mitigation;
4. Conducting a review of current national emergency training
activities; and
5. Identifying major areas of concern and audiences for the
development of future national training activities.

The Symposium will not only serve as a forum for you to address the above
areas of concern, but it will also help to evaluate FEMA's role as the National
coordinating agency within the Federal Government, during periods of national
emergency.
We would like to encourage you to prepare a position paper which will
address any of the following subjects:
1. Threats to Infrastructure - A National Concern
2. Threat of Conventional War
3. Threat of a Nuclear Incident or War
4. The Federal Role in National Civilian Emergency Prepared-
ness
5. The National Responsibility in Government Preparedness
6. The National Responsibility in Population Preparedness
7. Civil/Military Alliance During a National Emergency
8. Federal/State/Local Government Alliance During a National
Emergency
9. Industry/Government Partnership in Emergency Preparedness
10. The Private Sector (Volunteer Groups, Academic Groups,
etc.) and National Emergency Preparedness
11. The American Citizen's Role in National Civilian Emergency
Preparedness
12. National Emergency Management Training and its Relation-
ship to Other Emergency Preparedness Training Programs
13. The Social and Psychological Implications of National Emer-
gency Preparedness
14. National-Level Emergencies of the 1990s
15. Other National Emergency Preparedness Issues

A limited number of papers received will be selected for presentation and
discussion by their authors at the Symposium. Copies of all papers submitted

Travel reimbursement for other than Federal employees will be arranged
by our staff at the National Emergency Training Center. Lodging in residence
halls will be provided.
