Action Requested: That you review the revised DCI directive and approve its circulation to the NFIB principals for comment. 2. Background: The revised directive (attached) has been developed by the Executive Secretary in close consultation with DDO elementa, including the CI Staff and area divisions, with the Community Counterintelligence Staff, and with OGC. Following the precedent set by the directive for the defector program, the revised directive c~sol~dates DCTns 5/1, 5/2, 5/3, and 5/4 (also attached) into a single DCI directive. This eliminates a large amount of duplication contained in the individual directives. There are no major substan-tive changes. The responsibilities and authorities of e CI and CIA, as directed by the NSC, as reaffirmed, as are the responsibilities of the rest of the Intelligence Community. There is one new element. The FBI is given a role along with CIA in maintaining a central index of foreign counterintelligence information as i re a es o e i i ies within the United States. I have annotated the revised version to highlight this and other changes. Because of the importance of this directive, I recommend circulation to the NFIB principals as the most appropriate forum for comment.
