Meanwhile, General Lon Non report- edly now plans to leave Cambodia for France on April 28. (Page 1) Fedayeen commandos are being infiltrated into Israel (Page 2) The Yemen (Aden) Government has strengthened its military capability on Perim Island at the entrance to the Red Sea. (Page 3) Mexican President Echeverria is ending his world tour with few tangible gains and professed support only from Moscow and Peking for his pretensions to Third World leadership. (Page 4) Panamanian Foreign Ministry officials are preparing a new statement on the canal issue, thus indicating a desire to continue talking. (Page 5) The EC Commission has prepared new proposals for a common industrial policy that would aid the estab- lishment of larger firms capable of competing with the US. (Page 6) Iraq (Page 7) Moscow appears to have resumed supplying military aid to Morocco after a hiatus of six years. According to an intercept of April 23, Communist units south of Phnom Penh intend to shell the capital with 105-mm. howitzers and "cross the river to the Phnom Penh suburbs to attack and destroy some areas." The message did not give a date for the attacks, but stated that the weapons were not yet in place. Khmer Communists yesterday gained control over a section of the east bank of the Mekong River opposite the capital after over- running a small government outpost. Unless the in- surgents are dislodged from this area, they will be able to shell downtown Phnom Penh with medium-range weapons.
