1. /Chinese Communist
military buildup
in Strait area

/evidence
of a major military buildup in the
coastal area opposite Taiwan. At least
five infantry divisions are being de-
ployed into the area. These divisions
have apparently had some sort of special
status in the past, perhaps because
they had been given a priority on
modern equipment. We are accumulating
evidence which suggests the involvement
of a,number of other units.
b. We are also beginning to see
what looks like preparations for an
accompanying air buildup. At least
three airfields in the area are ap-
parently being reactivated; two of
these became operational during the
Strait crisis in 1958. The only
unusual naval activity noted to date
is the presence--as yet not firmly
established--in the area of two sub-
marines. This would be the first
time Chinese submarines have ventured
this far south.
c. Thus, with evidence coming in
that a new force, possibly elite and
specially equipped, may be forming in
the Strait area, we cannot discount
the possibility of offensive action
against the offshore islands. We
are still more inclined to believe
these moves are a reaction to Nationalist
preparations, of which the Communists
must surely be aware. We note the
absence to date of a build-up in "exter-
nal menace" propaganda which we would
expect to precede a military adventure
designed to distract attention from
internal troubles. 50X1

a. Plans are for the new government
to be presented to the King next Monday
in Vientiane and for the first cabinet 50X1
meeting to be held immediately there-
after, also in Vientiane.
Results of the election are still,
not clear. However, the armed forces,
having decided that election of Belaunde
is best for the country, evidently_
mean to ensure that one way or another
this will be the outcome. They have
told Belaunde he will win by 40,000 votes,
Haya's party has threatened a
general strike if Haya loses through
fraud, and, as the party controls most
of Peruvian labor, any strike called
would probably be effective. Wide-
spread civil disturbances are a real
possibility.

NOTES
A. South Korean Prime Minister Song Yo Chan, responding to our
representations, says he will remain on as Prime Minister for
the time being. Mutual suspicions within the ruling junta
remain, however, and the chances for political stability in
the coming weeks are still not good.
B. East German police authorities believe tension is rising over
the food situation. The populace is apparently convinced the
regime will, as usual, follow Moscow's lead and raise food
prices. This has led to panic buying, rumors of rationing, and
long disorderly queues.
C. As ex ected, the East Germans
have registered a strong protest against Adenauer's
p an o visit West Berlin on 17 June. They contend his use of
a western military aircraft for this purpose would be a
flagrant abuse of the air corridors.

D. In the already highly charged atmosphere, further public disorders
seem likely to follow President Betancourt's public promise
yesterday to move against the two far-left parties and their
deputies in congress.
