1. Laos
Souphannouvong has not yet
responded to Souvanna's cabinet list,
but Souvanna expects to pass us his
reply, which he believes will be
favorable, tomorrow. If Souphannouvong
does not accept, Souvanna says he will
turn in his mandate. In either case
he will report to the King in Vientiane.

Lao Ambassador in Bangkok claims Phoumi
will be back in Vientiane before Souvanna
returns.
2. Military complete Rangoon is quiet and no opposition
takeover of Burmese has appeared. U Nu and his cabinet were
government arrested; a few less important ministers
have since been released. While a break-
" down in relations between the central
government and the constituent states
appears to have precipitated the coup,
long-standing army dissatisfaction
with government inefficiency and lack
of economic progress was at the root
of it. Ne Win(
/has reaffirmed Burma's neutralism,
but in his previous stewardship leaned
more to the West than U Nu has.

While French troops have so far
been able--with difficulty--to control
Moslem mobs in Algiers and Oran, there
is rising danger of retaliation against
Europeans in the countryside. The rebel
government negotiators have delayed
their departure for the next round of
talks until Tuesday at least, while
they seek further reassurance that
De Gaulle can hold the OAS in check.
?His ability to do so seems to us to
be decreasing day by day.
Junta leader Pak has so far backed
Song in an effort to reduce Kim's growing50X1
power. In a showdown much dirty linen 50X1
will be washed.
He has been invited by the mayor
of Miami to appear at a ceremony there
on 14 April; then he intends to come
to Washington to address the OAS
Council, call on the President, and
address Congress. He apparently is
trying to entangle the US in his claims
to British Honduras. (Note: the
rebellion in Guatemala finally seems to
be dying out)

NOTES
A. Two Soviet flights were carried out in the air
corridors today. No incidents have been reported.

The Communist Chinese have postponed their National Peoples'
Congress, presumably to see whether the Soviet Party Central
Committee which meets Monday will have anything to say about
them.
D. The first meeting in Warsaw between Ambassador Cabot and Chinese
Communist representative Wang contained no surprises.
E. Sukarno has submitted his list of possible "third parties":
the United States, Yugoslavia, India, Cambodia.
F. Nehru has invited Ayub to visit Delhi in April; Ayub has not
committed himself yet.
G. Ayub has decided to take several small steps toward improving
Pakistan's relations with the USSR. The idea is apparently to
appease local neutralists and remind the US not to take him for
granted.
H. Japan has told our Embassy it has "no intention" of cutting
trade with Cuba unless "virtually global sanctions" are adopted.
