select any topic relevant to. national security issues, competition for
their talent is fierce. This year eleven of your forty-one topics were
selected: "The Outlook for Afghanistan"; "Eastern Africa and the SW Indian
Ocean: Implications of the Islamic Revival"; "Panama: Defense of the
Canal After U.S. Withdrawal"; "NATO Burdensharing and the 3% Goal:
Developing a Coherent NATO Resource Strategy"; "The Role of the U.S. in
Persian Gulf Security"; "Brazil: National Security and Military
Modernization"; "Prospects for Indo-Soviet Relations"; "Syria After
President Assad"; "The Terrorist Threat to Economic Targets"; "Soviet
Military Policy: Subject of an Emerging Debate?"; and "Soviet Security
Policy Toward China: The Limits of Change." Fourteen students are
working on these topics, and we will be pleased to provide you with copies
of the completed research at the end of the academic year.
Research at the University is continuous and all appropriate topics
will remain available again for next year's students and the new research
cycle. I am enclosing the entire list of ongoing NDU student research so
you or your staff may review it for items of interest. I am also

Since my arrival at the National Defense University (NDU) in October,
I have been very impressed with the quality of its faculty, staff, and
students. Many of them are nationally recognized authorities in their
areas of expertise.
We have begun to reorient the University's research efforts toward
utilizing this expertise in support of the policy-making community. We
have most recently created a new Institute for National Strategic Studies
(INSS) to foster such policy-oriented work at NDU. While students at the
National War College and Industrial College of the Armed Forces must
fulfill a research requirement, their selection of topics is a matter of
personal choice. Nevertheless, I believe that as many of these student
projects as possible should examine currently important national security
issues and directly assist officials who formulate and execute foreign
and defense policies.
Towards that end, the University would like to learn what longer-term
research topics most interest you and your staff. I invite you to
contact the Institute for National Strategic Studies at (202) 693-1384,
which is directed by Mr. John Despres and his deputy, Colonel John
Endicott. For each topic, please provide a point of contact in your
agency and an indication of the time frame during which research on this
topic would be of use to you.
They will canvass incoming students this summer to determine how well
we can match your topics with student expertise and interests. In
addition to orienting and monitoring student research, they will also
take your interests into consideration in managing the research and study
efforts of the full-time fellows of the Institute, Wluding both the
Strategic and Mobilization Concepts Development Centers, and the Research
and Publications Directorate.
