I wanted to let you know that I have ,joined The FDockefell':'r
Foundation as Deputy Director for International 5elations. To
give you a sense of the focus of the program, I an enclosing a
copy of our new international relations program guidelines,
approved by the Trustees on April 6, 1977.
As you will see, we hope to concentrate the Foundation's work
toward international policy analysis in three main problem areas
--world energy, world food and agriculture, and regional conflicts
and security arrangements. We plan to bring together a varietY of
disciplines and viewpoints drawn from the private and public sectors
within and outside the United States, and exploit the 'oundation's
flexibility in use of its resources. Thus far, I find the develop-
ment of policy analysis in an international context extraordinarily
difficult and challenging and the next few years promise substantial
growth for me.
I have been following your adventures with great interest, and
hope that the emerging arrangements meet your aspirations. From
all appearances this may be the most significant event in the
intelligence field since 191+7.
