1. A meeting of AFIGOS and OSA staffs was held this date to
discuss possible SAC uses during periods of national
emergency as a dispersal base, primarily for SR-71 and
supporting aircraft. In attendance were:

2. Discussions generally concerned the contents of the documents
referenced above. Specific agreements were as follows:
a. Prepositioned SR- 71 Equipment and Spares: No
problems are evident in the storage concept as proposed. Some
minor costs due to slightly increased physical security require-
ments may require SAC funding.

b. Servicing Prepositioned Equipment and Vehicles:
The requirement for periodic servicing of stored ground
equipment and vehicles by personnel from the 9th Strategic
Reconnaissance Wing (SRW), Beale AFB, California, was
approved with the expressed understanding that on infrequent
occasions, access I I may have to be denied due to
the operation of sight sensitive projects. Prudent scheduling
of this activity with Project Headquarters should resolve
conflicts of this nature. Additionally, it was proposed that
during extended restricted periods or on a continuing basis,
this service could be provided by SAC funded contract through
OSA,
c. Access Roster of Servicing Personnel: The number
of 9th SRW personnel detailed to to perform the periodic
servicing of prepositioned equipment will be held to an absolute
minimum. It was proposed that only people with long time
retainability be selected, to insure continuity of personnel
visiting the site.
d. Proposed SAC Deployment Actions upon Declaration
of Defense Condition (DEFCON) III: Project Headquarters cannot
at this time approve movement of personnel and equipment into
until DEFCON II posture has been declared. Any changes
to this stated position must be resolved by higher authority, i. e. ,
General Ross and General Nelson.

what surprised that the total fuel storage capacity ati 25X1A

million gallons of fuel imposes no problems but they may need

additional fuel storage facilities in light of their total SIOP fuel
