Approval of Minutes 16 July Meeting (IAG-M-298) Approved as written subject to the amendment of the fourth sentence of para. 3 b to read: "Admiral Frost reported on the naval situation in the Gulf. 2. Review of Crisis Situations a. Watch Committee Report No. 363 b. Middle East The Chairman noted a CIA memorandum entitled "Nasser's Next Moves, " which had been circulated prior to the meeting, and commented on Nasser's manner of handling the transit of the Suez Canal by a Danish vessel destined for Israel. In this connection, Admiral Frost and the members discussed generally the question of the passage of Israel-bound shipping through the Suez Canal and Gulf of Aqaba, particularly the types of vessels potentially available, the kinds of cargo which might be permitted to pass and the nature and probable effectiveness of fortifications in the Straits of Tiran. - 2 - Approved For Release 2007/03/28 : CIA-RDP82-0040OR000100100023-0 SECRET Approved For Release 20b7Tbg1 - CIA-RDP82 0400R0001001000 3-0 4 IAC-M-Gy 23 July 1957 c. Indonesia The Chairman raised the question of the recent elections in central Java and Mr. Cumming commented in some detail on their implications. In noting the seriousness of the developments, he referred to matters such as the increase in Communist votes, the possible effect on Sukarno's attitudes and activities and the possible future voting trends in other areas of Indonesia. After Mr. Kent noted that a new estimate on Indonesia was being drafted, Mr. Cumming suggested, and the members concurred, that IAC consideration of this estimate (presently scheduled for 13 August) be postponed until after the forthcoming elections in East Java and the subsequent celebration of "Independence Day" on 17 August. However, the Chair- man noted that the Board.of National Estimates should consider disseminating a preliminary draft estimate to the agencies at an earlier date. d. Latin America Mr. Cumming referred to a statement by Mr. Armstrong at an earlier IAC meeting (IAC-M-282, 26 March 1957, item 4 b) with respect to the Argentine situation and circulated to the members an Intelligence Brief prepared by the Office of Intelligence Research entitled "Argentine Political Course." The Chairman suggested that the members review this paper with a view to its possible discussion at the next IAC meeting. General Schow and Colonel Van Orman commented on developments regarding the forthcoming elections in Panama and the Chairman noted that this situation would bear watching. 3. Post-Mortem on NiE 11-3-57 Probable Intelligence Warning of Soviet Attack on the US Through Mid-1960 (Memorandum to IAC, 11 July) Noted the findings and approved the recommendation of this post-mortem. 5. Release of SNIE 50-57 Probable Developments in the Kashmir Dispute (Memorandum to IAC, 19 July) Agreed not to release this estimate to any foreign government. 6. Release of NIE 11-57 Sino-Soviet Bloc Air Defense Capabilities Through Mid-1962 (Memorandum to IAC, 19 July) 7. Executive Session At 1125 the Chairman requested an executive session.
