Approved For Release 2007/02/23: CIA-RDP81 M00980R0002000 1 OLC 78-019.8 19 January 1978 MEMORANDUM FOR THE RECORD SUBJECT: House Permanent Select Committee on Intelligence Subcommittee on Program and Budget Orientation Briefings on FBI Intelligence and Counterintelligence Activities, Department of Defense Counterintelligence Activities, State Department Intelligence Activities and Department of Energy Intelligence Activities 1. On 19 January, the Program and Budget 25x1 Authorize Subcommittee of the House Permanent Select Committee on Intelligence was briefed by the FBI, State Department, and Department of Energy and their respective intelligence activities and by the FBI and Department. of Defense on their counterintelligence activities. 2. The Subcommittee Members present were: 25X1 Subcommi Chairman, Bill D. Burlison (D., `?1o.), Norman Y. P.Mineta (D., Calif.) and J. Kenneth Robinson (R., Va.). Also present was Committee Chairman, Edward. P. Boland (D., Mass.); and Committee Members Romano L. (U) Witnesses and agenda were as shown in the attachment. ;. (U) The following items of interest occurred during these briefings: a. (U) FBI Intelligence: Mr. Burlison asked the FBI to submit- adef~intion of domestic intelligence for the record, saying that the Subcommittee was having some difficulty in determining just where. their jurisdiction should stop. Mr. Mineta asked who besides the Attorney General monitors the FBI to assure that they obey the law. Response was internal Justice Department audit and the General Accounting Office. b. (U) FBI Counterintelligence: The FBI v,i%nesses said that because of U.S. policies permitting free .entry to the U.S. by foreign nationals, their counter- intelligence task is made more difficult. They suggested tightening up on issuances of visas and a more restrictive immigration procedure plus quotas on visiting and permanent exchanges. They also complained about port callers but admitted they did not have hard evidence of port caller espionage. They also mentioned the lack of travel restrictions on UN delegates, and the prohibition against investigating UN Secretariat personnel. They also said they are prohibited from interviewing U.S. citizens who have been to Russia. c. (S) Defense Counterintelligence: Witnesses said relations wit CIAa much improved over five years ago. Burlison asked what was the problem. Navy said CIA was only interested in positive intelli- gence; Air Force said the internal reorganization of CIA eliminated the problem; the Defense witness said CIA in the past was not interested in helping run DoD double agents. Everything is fine now. d. (C) State Intelligence: The principal task of State intelligence was described as producing a daily current intelligence report for the Secretary. Mr. Burlison said it looked like they had too many boxes on their organization chart. Mr. Rose asked about State's participation in the Community Online Information System. Rose said many intelligence agencies don't put information into this system and don't use it and he hopes to find out Why. The witness was not prepared to discuss it. e. (u) Energ Intelligence: The witnesses described Department A Energy intelligence functions ranging from the production of current intelligence on a daily basis for the Secretary of Energy, to development of nuclear detection devices and satellite instrumentation for nuclear detection. They also provide assessments for the Secretary's use in carrying out his statutory responsibilities regarding export of nuclear materials. Mr. Mineta asked of DoE will be represented in the National Intelligence Tasking Center.
