capacity for analyzing, perceiving and understanding

Handling Committee (IHC) of an inventory of

and substantive files, (b) related applications
methodologies, and (c) telecommunications systems.
USIB approval of recommendations-for coordinated
development of computer terminal and tele-
communications programs for the Community, with
particular emphasis on the use of terminals to
exchange crisis management information and to
perform indications and warning functions.
Complete such studies as are necessary to provide
overall policy guidance to the Corr unity on the
further improvement of information handling
techniques to assist intelligence analysts in
