Dear Mr. Ambassador:
I very much appreciated the opportunity to discuss with you the
nuclear proliferation problem, as well as other more general crlncerns
about India's future. during your visit on 24 July. I think we agreed
that the US Government, including the intelligence community, has
been according insufficient attention to these important issues. As
I then indicated to you. 1 have already taken steps to increase intelli-
gence focus on them.
Attached is a copy of our recent post mortem on the Indian
nuclear test which you requested. I am also sending you copies of
the Perspectives for Intelligence, 1975-1980. and a near final draft
of the 1975 Key Intelligence Questions paper. They are the major
vehicles I employ to develop within the intelligence community a
consensus on what our Intelligence priorities should be, both in the
long and the short term. I would welcome any thoughts you might
have on their content and focus.
