In response to your request to provide an assessment of
foreign efforts to exert improper influence on the formation
our national policy in.the manner employed by the Government
I we have conducted.an extensive search of the 25X1
flies o all geographical components of the Directorate of
Operations. Although much of the material has been available
to Mr. Mike Epstein of your staff for some time, I wanted to
reply to you for the record.
With the exception of which 25X1
are still under review, we have discovered no indication of-
unethical or illegal attempts to exert influence on the formation
of U.S. foreign policy. There is evidence of public relations

but such activity appears to be without exception 25X1
