SUBJECT Arrangements Regarding the Senate Select
Committee Staff's Examination of
Documents Related to the National
Intelligence Estimate Process
REFERENCE Senator (Chairman) Church's 27 May 1975
Letter to Mr. Colby and Its 21 May
Attachment Entitled "Foreign Intelligence
Case Studies"
1. Per our session with Mr. Schwarz, Mr. Miller
and other members of the Senate Select Committee Staff on
Tuesday, 1 July, the following are the arrangements in-
formally worked out with Mrs. Lynn Davis with respect to
the eight-item request contained in Section I-A of the
21 May attachment to Senator Church's 27 May letter to
Mr. Colby:
(1) Scan the published National Intelligence
Estimates in the 11-3 and 11-8 series, plus
relevant Memoranda to Holders, for the years
1964-1972. (This covers Item 1 of the 21 May
request.)
(2) Concentrate initially on five of
these Estimates (11-3-64, 11-8-64, 11-8-69, 11-8-70,
and 11-3/8-74) and examine the "development files"
on (only) these five Estimates. (This takes
care of Items 2 and 3.)
(3) Examine the 4 May 1970 memorandum from
the DCI (Mr. Helms) to the Chairman of the
Board of National Estimates. (Item 4)

(4) Examine the 1971 memorandum by
CIA's Office of Strategic Research entitled
"SS-9 ICBM Programs: Organizational Aspects
of Soviet Decision Making." (Item 5)
(5) Examine the 12 November 1964 TRW
Study entitled "Analysis of the Soviet SS-9
Triple Re-Entry Vehicle." (Item 6)
(6) Review the prepared texts (not
transcripts) of the DCA's substantive
briefings to the Senate Armed Services
Committee (only) during the years 1968-1974
(a total of ten briefings), plus the prepared
texts of the DCI's four substantive briefings
of the Senate Foreign Relations Committee
.during 1964. (This takes care of Item 7.)
(7) Review any extant Joint Analysis
Group Studies done from 1963 through 1965
(when the JAG was disbanded) that can be
recovered from CIA's archives. (Item 8)
b. Mrs. Davis will read the above material in
the Office of the D/DCI/NIO at CIA Headquarters.
If, after completing her review of this material,
she feels that any specific documents or extracts
therefrom may be needed by the Select Committee
or its staff, there will be discussions on the
feasibility of making these documents or extracts
available on a loan basis under mutually satisfactory
arrangements, including mutually satisfactory pro-
cedures governing and controlling access to them.
c. Mrs. Davis will also be permitted to
interview CIA officers who are now working, or
have worked, on Soviet Strategic Estimates and
any present or former consultants to the Agency,
or its components, in this field who are willing
to be interviewed and are willing to have the
fact of their service in such a consultant capacity
divulged to the Senate Select Committee Staff.
2. It is my understanding that the above arrange-
ments are satisfactory to all parties concerned and that
Mrs. Davis may proceed with her research per these arrange-
ments.

3. These particular arrangements apply to the
document requests outlined in Section I (NIE Process)-
A (CIA Documents) of the 21 May Senate Select Committee
Staff note. Separate arrangements are being made for
the requests made in Section I-B (DIA Documents),
I-C (NSC Documents), II (DCI Authority) and III (Foreign
Intelligence Alerting Function).
