1. 1 LEGISLATION Called the House'
International Relations Subcommittee on International Operations to
inquire as to the status of H. R. 10585, a bill to set up a commission
to study the feasibility of establishing a U. S. Academy for Peace and
Conflict Resolution. H. R. 10585 is identical to H. R. 10192, introduced
in the first session of the 95th Congress, with the exception that H. R. 10585
has more sponsors listed. I was informed that the Subcommittee is presently
under pressure with regard to the budget process. Consequently, nothing
is presently planned with regard to H. R. 10585, although more hearings
may be planned (two days of hearings were previously held on 24 and 25
January with regard to H. R. 10192).
2. I LEGISLATION Spoke with Ed Gleiman,
on the staff of the House Committee on Government Operations, with
regard to H. R. 10998, the "Presidential Papers" bill. I indicated to
Mr. Gleiman that CIA is aware of the bill and hearings recently held
thereon, and that the Agency is following the bill. I noted that our interest
focuses on the matter of whether the bill as drafted provides adequate
protection for those CIA documents which might be considered "Presidential
records" under the bill and which might contain sensitive sources and methods
information. Mr. Gleiman said the matter had not been specifically
raised as an issue during the three days of hearings. Nonetheless, he
understood the Agency's concern and is most eager to receive our views.
He said that the staff would like to get something moving on the bill by
the end of the month, either a mark-up session or a new bill, depending on
what their staff review of the testimony reveals. I said we would be working
on the bill with that timetable in mind. Tangentially, Mr. Gleiman
mentioned that we might want to touch base with Gary Barren, of the NSC
staff, who also has shown an interest in the bill and might want to look
at a recent D. C. Circuit Court case, Nixon V. Eckert.

3. LIAISON Sam Hoskinson, NSC staff,
called concerning a letter from Chairman Donald Fraser (D., Minn.),
House International Relations Subcommittee on International Organizations,
requesting a meeting with the President for the purpose of obtaining
access to NSA documents in connection with Chairman Fraser's investi-
gation o~ I recommended an interim response, not referring to the
President for the time being, and brought Hoskinson up-to-date on the exchange
of correspondence between the DCI and Deputy Secretary of Defense Duncan.
I then calle NSA, who was unaware of the request
from Chairman Fraser and indicated his understanding of the agreement
between the Attorney General and Chairman Fraser for access to Justice
material, specifically excluding the Department of Defense, i. e., NSA.
The problem bothering NSA apparently centers around the Subcommittee
staff problems.
4. IAISON Alerted Bill Miller, Staff
Director, senate Select Committee on Intelligence, that we would
be meeting personally with Senator James Abourezk (D., S. Dak.)
to review material on the USS Liberty matter as the Senator had
rejected our proposal to forward the material to the Select Committee
for the Senator's perusal.
5. LIAISON Discussed with Mike Epstein,
Senate Select Committee on Intelligence staff, the conclusions he had
reached as a result of his investigation of CIA/FBI cooperation concerning
th that there wasn't any bar to investigation but there could have
been an honest misunderstanding arising out of a conversation between
the CIA and an FBI officer.
b. LIAISON In response to a request.of
yesterday frog. I called Marianne, in the office of
Senator Joseph R. Bien (D. , Del. ), and asked if we could obtain copies
of a study released by the Senator entitled "Western European Communist
Parties in 1977. " Marianne said she would get the copies for me and I
arranged to have a courier pick them up.

12. I ILIAISON Accompanied Roger Cubby,
NFAC /CSS, to the office o Representative Eldon Rudd (R., Ariz.)
where Roger briefed the Congressman on Soviet military presence in
Cuba. The Congressman had his own views on the subject but accepted
Roger's briefing and thanked us for coming by.
13. 1 LIAISON Harris Miller, on the staff of
Senator John A. Durkin (D. , N. H. ), was scheduled to be briefed by
two ORPA analysts in preparation for his trip to the People's Republic
of China. Early in the afternoon, he called to say that because of
scheduling difficulties and an unexpected doctor's appointment, he would
have to cancel his briefing. He suggested that we might call him upon his
return when he would be pleased to share his experiences with us and I
told him I would be happy to do so.
14. LIAISON Don Sanders, on the staff of
the Senate a ec ommi -ee on telligence, who is working on a
special project for the Senate Ethics Committee. ca led to request that
Office of Security, stop by Russell Senate
Office Building, to review the physical security measures which Sanders
has taken in the room. Arrangements were made fo to make
the review on Thursday, 9 March. Mr. Sanders was advised.
15. IAISON David Schaefer, on the staff of
Senator Abraham Ribicoff (D. Conn. , called requesting information on
FBIS daily reports. I calle J BIS Liaison, who said that she
would send the information directly to Mr. Schaefer.
16. IAISON Met with Alison Brenner, on
the staff of the House International Relations Committee, Subcommittee
on Europe and the Middle East, to deliver a letter dated 6 March 1978 from
the Director to Representative Paul Findley (R., Ill.), Ranking Minority
Member of the Committee. In Ms. Brenner's absence, I left the letter with
the secretary and requested that Ms. Brenner call when she got back in the
office if she had any questions about the material.

17. DMINISTRATIVE - DELIVERIES
Stopped by the office of Representative Charles E. Bennett (D., Fla.)
and in his absence left a letter from the Acting Legislative Counsel to
the Congressman with his secretary, Anna Bishop. The letter had to
do with a constituent,
18. LIAISON Spoke with Doris Conner, on
the staff of the Senate Armed Services Committee, and arranged for
Frances B. Frazier, of the staff, to receive her security indoctrination
at 10:30 a. m. on Friday, 10 March.
will conduct the briefing.
19. LIAISON Ed Levine, on the staff of the
Senate Select Committee on Intelligence, called and asked for a meeting
to discuss "questions for the record" on covert action. He and Dan
Childs, of the Committee staff, will come out. They need to do this in
order to mark up the budget. We set 10:00 a. m. Tuesday, 14 March.
Meeting will be in OLC Conference Room. Comptroller and DDO
representatives have been invited.
20. I ITRAVEL Called Ed Powers, House
Appropriations Committee staff, about his trip with Representative Charles
Wilson (D., Texas) to Africa. Powers said they wanted general economic
and political information on Southern Africa and an in-depth political
assessment of the situation in Rhodesia and South Africa. I asked 25x1

21. I LIAISON Jim Fellenbaum, on the staff of
the Senate Appropriations Committee, called to say Chairman John C.
Stennis (D., Miss.), of the Defense Subcommittee, was sending a letter
to the Director turning down a NSA reprogramming request. I alerted
IC Staff.
22. LIAISON Jim Fellenbaum, on the staff
of the Senate Appropriations Committee, called to ask for an explanation
of the 1978 difference between program obligations and the appropriation.
I promised a response.

I called Sy Shwiller, on the staff of the House Armed
Services Committee, about providing a CIA witness to join with other
agencies in briefing the Intelligence and Military Application of Nuclear
Energy on 15 March on the aspects of a future nuclear test ban treaty.
Shwiller said they were inviting ACDA, the Joint Chiefs, DOE and others.
He had tol hat the request was for a briefer who could also
answer questions and need not be the Director. I alerte
NFAC /CSS.
24. CONSTITUENT Received a call from
Mrs. Larivee, in the Grand Forks office of Representative Mark
Andrews (R., N. Dak.), requesting a professional application employment be sent to a constituent

25. LIAISON Received a call from the
office of Representative Garry'Brown (R., Mich.) inquiring, on behalf of
a constituent, whether or not we gave tours of the Agency. I advised
that the Agency did not have public tours, but that arrangements for some
group tours can be made through the Public Affairs office and gave them
that number.
26. LIAISON Sent via courier to Thomas K.
Latimer, Staff Director, House Permanent Select Committee on Intelligence,
a package of articles from the "world" press which were critical of, or
fall-out from, the Committee's subcommittee hearings on CIA and the press
(OLC 78-0917).
27.1 1 LIAISON Received a call from Susan, in
the office of Senator Thomas F. Eagleton (D., Mo.), requesting, for a
consitutent, a publication entitled "The Impending Soviet Oil Crisis. "
She asked me to find out the correct titles of two other studies that were
released on this subject also needed by the constituent. After checking
with NFAC/CSS, I relayed the two correct titles and ER numbers to her;
since the constituent was a professor at a university I suggested
that she suggest to the professor that he try the university's library, that
there's a good possibility that the university subscribes to DOCEX, if not
she could obtain these publications through DOCEX at the Library of Congress
for the professor.

36. LIAISON Called Tom Smeeton,
Minority Consultant, House International Relations Subcommittee on
International Organizations, and told him we wanted to call either Bob
Boettcher, Staff Director of the Subcommittee, or Mike Hershman, also
on the Subcommittee staff, regarding the CIA report they got from some
other source. He asked if I would hold off for a couple of days because
he expected them to call us on the same matter in the next day or so.
I said we would hold off.
37. I ILIAISON Called Bill Miller, Staff Director,
Senate Select Committee on Intelligence, to ask him whether a closed session
in the Senate had been scheduled so that Senator Adlai Stevenson (D., Ill.),
Chairman, Senate Select Committee on Ethics, could discuss the seriousness
of unauthorized disclosures. Miller said none had yet been scheduled but
cautioned that it might be scheduled on short notice.
38. LIAISON Called Ken deGraffenreid,
Senate Select Committee on Intelligence staff and arranged for delivery of
the damage assessment on leaks regarding Don Sanders, also of 25x1
the Committee staff, had asked for the damagq~,.assessment by COB today
in order to prepare for a Senate Select Co
