Agency's comments on the Reader's Digest article by Melvin Laird that
had previously been given to Senator Charles Percy (R., Ill.).

11. (Unclassified LIAISON Called Mike Glennon, on the 25x1
staff of the Subcommittee on International Operations, Senate Foreign
Relations Committee, to indicate that we' had ready for his review materials
in response to his 19 December request. Glennon responded that he would
schedule a meeting next week, and that he would be accompanied by
John Ritch, also of the Subcommittee staff.
12. (Unclassified -I LIAISON Took a call from G. Robert Blakey5xl
Chief Counsel and Staff Director, House Select Committee on Assassinations,
who inquired whether Lee Harvey Oswald or James Earl Ray had ever had
a psychological profile prepared by CIA. I responded that we had nothing on
Oswald but that we had handwriting analysis on Ray. House Select Committee
on Assassinations will put this request in writing. We are retrieving from
Archives the Ray analysis. This information was provided by OIG, OMS, and
and OTS.
13. (Unclassified -0 LIAISON I called Jim George, on the 25x1
staff of the House Government Operations Committee, and told him that
we had no unclassified information on the Soviet Navy and suggested that
he might want to check with the Department of Defense and/or DIA. He
thanked me for my help.
14. (Secret -II LIAISON Benjamin Forman, Office of General
Counsel/OSD, called to review with me the request set forth in the letter
from Senator William Proxmire (D., Wis.) regarding the confirmation
hearing of G. William Miller as Chairman of the Federal Reserve System
and asked if we had any problem with his including a short statement from
F_ I I asked if he had any problem with our including in our
letter to Senator Proxmire the same information we obtained from a DIA
report. After checking with the General Counsel, he called and said that
we could use the information from the DIA report in our unclassified
response to Senator Proxmire.

on the staff of the Permanent u committee on Investigations, Senate
Committee on Governmental Affairs, and said that we did not want
to seem to be pushy but wanted to make sure that Chairman Henry Jackson
(D. , Wash.) understood we stand ready to brief him on the PRC at his
convenience if he felt he would have time for such a briefing prior to
his trip. She said he was aware of our offer and would let us know if
he would be able to work out the time.
16. (Internal Use Only -II LIAISON I spoke with)
IA, on the G. William Miller nomination as Chairman
of the Federal Reserve System and of details related thereto. I told
him of the call from Benjamin Forman, Office of General Counsel/OSD,
and he indicated Forman had called him with respect to the use of an
unclassified letter of the information found in a 1970 DIA report.
17. (Unclassified -~ LIAISON Col. Steve Harrick, OSD/ 25X1
Legislative Affairs, called saying that DOD General Counsel, Deanne C.
Siemer, was working on implementation directives with respect to the
new Executive Order. He said that DOD had no experience in this field
and wondered if we could share with him whatever procedures, regulations,
etc. , we have in existence that would give them format, etc, for developing
their implementating directives. He said that she wanted to take them
home with her the evening of 2 Febraury and review them at home. I told
him I would check to see what could be done.
18. (Secret -LIAISON Dave Bushong, Senate Select Committgl
on Intelligence staff, called on the secure phone with respect to two cables
sent to from Headquarters in 1972 which referred to a deal 25x1
worked out between the State Department and the White House. He wanted
to come by and talk to Ted Shackley, ADDO, to determine who at State
and the White House had worked out the deal. After discussing the matter
with Shackley, I called Bushong back and told him that Shackley had no
information that was not already contained in the cables but added if he
wanted he could come by and talk to Shackley anyway. In view of Shackley's
statement, Bushong decided he would not come by to talk to Shackley.

Potter, Peter Stockton, and Michael Ward, on the staff of the House
Interstate and Foreign Commerce Subcommittee on Energy and Power,

in light of the meeting between Admiral Turner and the Chairman of the
Subcommittee, Representative John D. Dingell (D., Mich. ). There
was substantial disagreement between what Shackley felt the Director
wanted and what Stockton felt were the Chairman's desires. As a
result of the meeting, it was decided that the documents previously
passed to the former Joint Atomic Energy Committee would be shown
to the Committee staff and we would at that time determine what
additional information, if any, would be needed.
20. (Unclassified LIAISON Sent via mail to Melanie, in 25x1
the office of Senator Strom Thurmond (R., S. Car. ), a copy of the new
Executive Order on intelligence, per her earlier request.
21. (Unclassified LIAISON Called Anne Canfield, a case- 25x1
worker in Representative Hammerschmidt's (R. , Ark.) office, to respond
to her questions regarding Soviet grain production estimates. After checking
wit NFAC/CSS, I told her that, much to my surprise, the
much to e a ou IA estimates on Soviet grain production have never been
declassified. I deduced that there had been a leak, and that the fact of our
estimate had been publically confirmed by the DCI. She understood that, the
leak notwithstanding, I could not make the estimates available to her. She
went on to add that she had a lot more confidence in the CIA figures than
anyone else's and also that she is convinced that the Soviets bought more grain
than they in fact needed -- subsequently reselling possibly to US buyers at 25x1
higher prices.

23. (Unclassified -I CONSTITUENT Jim Hemphill, in
the office of Senator Mark Hatfiel (D. , Ore. ), called to ask about the
procedure he should advise a constituent to follow. The constituent
in question apparently believes that the CIA is harassing him. I assured
Mr. Hemphill that, in response to Mr. Hemphill's request, CIA is not
harassing any US persons and provided the CIA mailing address in the
event that the constituent in question cared to pursue the matter further.
24. (Unclassified -0 LIAISON Called Robert Miller, in 25X1
the office of Representative Benjamin Rosenthal (D., N. Y. ), in reply to
his request for information on foreign investment (particularly OPEC)
in the United States. Having checked with NFAC/CSS, I 25x1
told Mr. Miller that whatever information that we had on the subject
has been passed to the Treasury Department and that CIA has not done
any analysis of foreign investment in the US. I suggested that Treasury
would be the best source for this sort of information.
25. (Confidential LIAISON Bill Ashworth, Senate Foreign 25x1
Relations Committee staff, called with two questions: (1) He asked if the
recently (erroneously) released SNIE on nuclear matters could be discussed.
Differently expressed, how publicly disseminated was the information in
the SNIE? After checking with NFAC/CSS, I told Mr. AshwOrth5x1
that the SNIE had been printed in whole or in part in the Washington Star
and the New York Times and that it could not be discussed. (2) He asked if
there had been an update on the SNIE and, if so, if the update could be made
available to the Me on its use, storage, etc.
After checking witj hl NFAC/CSS, I told Bill 25X1
that the only update of the SNIE has been roughly one year later than the
1947 SNIE in question and that it would not be very helpful to them. I did
offer,. however, to set up a briefing in the event that the Members were
interested in gaining an updated understanding of the state of nuclear
activities in various countries. I added that this could not be done for
a week or two at the earliest. Bill thanked me and said that he thought
that the Members would be interested, but most probably not until the
Panama Canal issue had been resolved. He said that he would get back to
me when and if they wanted the briefing.

Permanent Select Committee on Intelligence staff, to inquire if the
documents requested in Tom Latimer's, Staff Director, letter of
23 January were primarily for the Subcommittee on Evaluation. Giza
informed me only a couple were; the bulk were requested for the
Subcommittee on Program and Budget Authorization. I explained that
we might want to meet with the staff to discuss these documents in addition
to providing them, as we thought this might be helpful to the staff's
understanding these documents. Giza said they would not object if we were
certain that help was needed in understanding the documents, however, he
said he had agreed to this procedure on past requests for documents and
the sessions had not been worthwhile.

requested copies of organization charts of CIA and the IC Staff. She
also asked whether there is a Deputy to the DCI for strategic warning,

31. (Unclassified - LIAISON Discussed with Jean Evans,
Senate Select Committee on me igence staff, his request for a response
from DDCI-designee Carlucci to a question from Senator Charles Mathias
(R., Md. ). Evans had asked that the question be included in the Senate
Committee report on the nomination. I told Evans I had discussed this with
Stan Taylor, Senate Select Committee on Intelligence staff, who had said
the question and answer would have to go in the hearing record rather than
the report. Evans was satisified with this.
32. (Confidential - II LIAISON Met with Hal Ford, Senate
Select Committee on Intelligence staff, who told me he wants to review the
list of Vietnam disseminations on the morning of 3 February, Ford infr'rrncd
me he had learned there was a study done in April 1975 by 5x1
formerly of the IC Staff, on intelligence reporting from Vietnam, and he
would like to see the study. Ford also asked to see April 1975 operations
cables to and from Vietnam regarding the approach to the former COS Saigon25x1
I regarding a negotiated settlement of the
Vietnamese conflict. Ford also requested March and April 1975 operations
cables regarding any dealings the COS Saigon had with the press or suggestions
on how to deal with the press in the U. S. 'Finally, Ford mentioned that in his

assessment being undertaken by the Agency on the Frank Snepp book.
Ford asked for a status report on this security evaluation. He is most
anxious to see it when it is completed.

Senate Select Committee on Intelligence staff, regarding upcoming hearings
scheduled for the Committee. No final decisions were reached but it
appears one or two of the planned hearing dates may have to be postponed.

Fortman, who is the printer for the Senate Select Committee on Intelligence,
a copy of the transcript of the nomination hearings of DDCI-designee,
Frank Carlucci. The Committee has asked that we return the transcript

1. (Secret -II LIAISON Martha Talley, House Committee on
Standards of Official Conduct staff, called to arrange to come out and
review CIA documents relating to the Committee's KCIA investigation
now that Justice Department had cleared access to certain of the
documents. Tentative arrangements were made for Friday morning,
3 February, at 9:30 a. m. O/SA/DO/O, was advised.
2. (Internal Use Only LIAISON A meeting was held with 25x1
Professor G. Robert Blakey, RU ounsel and Director, Gary
Cornwell, Deputy Staff Director, Michael Goldsmith, and Jim Wolf, staff
of the House Select Committee on Assassinations, to discuss the Committee's
request to the Senate Select Committee on Intelligence for full access to all
of the transcripts of the hearings which the Church Committee held on
assassinations. Blakey was aware that Mike Epstein, Senate Select Committee
on Intelligence staff, had alerted our office to the request. 'We discussed
the problems without resolve, and the group will meet tomorrow
withi to discuss it further. 25X1
OGC, joined the meeting and 25X1
discussed FOIA. requests to CIA for documents provided to the Committee.
Blakey expressed concern that the release of any CIA documents at this
time could jeopardize their investigation. Various avenues were discussed
including a letter from the Committee to the Agency not to disclose any
documents. nd Wolf will pursue this further. I suggested 25x1
that Wolf contact an Brand, General Counsel to the Clerk of the House,
who has been studying the problem involving FOIA.
Blakey, Cornwell, Wolf, Goldsmith, and Chellie Mason, all of the
Select Committee staff, signed the new Secrecy Agreement to allow access
to unsanitized documents. Other members of the staff will sign the
Agreement as they require access.

provisions.
