(Unclassified - JEC) LEGISLATION Called Bob Carlstrom, OMB, to check on the status of several views letters. He said that S. 1720 and S. 1721 (bills to amend the Administrative Procedure Act) should be cleared by the end of this week, and he would check with DOD to make sure they would meet that deadline. He added that Charles Ludlam, of the Senate Judiciary Subcommittee on Administrative Practice and Procedure, was satisfied with this arrangement. He indicated he would like our comments on the substantive provisions of Title II without concerning ourselves at this time with whether or not any of the provisions should be addressed by regulation as opposed to statute. He said also he would like us to look at draft Title :Mt of the charter (the FBI charter), a copy of which was provided to us last Friday. Finally, Mr. Elliff drew my attention to the fact that Title II contained a section covering electronic surveillance of U. S. persons abroad; he indicated he was thinking at this time of including this in Title II rather than as a separate bill or as an amendment to S. 1566, the electronic surveillance legislation currently under consideration by both Houses. Regarding Title I, Elliot Maxwell, also on the Committee staff, said they were having some problems in having it printed up, but st oned tef'hN.\rP ii- +., ?c +? ? orrow. cc: O DDC Ex. Sec.
