This is is response to your letter of 11 August 1966 requesting
information an the amount. nature. and use of information which
Government agencies currently maintain on ia&vidW American
citisee*s. W o not. t instruction forwarded with the letter a ac rides
from coverage information which is compiled with regard to Agency
employees.
This Agency has no reesspcasassslbilittees whit require the
gathering or retention of information on "individual Americans. "
To the contrary, section 109(d) of the National Security Act of 1947,
am amended. SO U.S. C. 401(4) provides. in part. "that the Agency
shall have no police. subpoena, law-onforcenatat powers, or
internal-security tesede se." It is our responsibility to correlate
sad evaluate intelligence relating to the national secarity, and pro-
vide for the appropriate dissemination, of such i ligence within
the Govu nmessat.
Fuch information as to gathered or received vriftin the Agency
co c+cerning individual Americans relates to the sscstty procedures
and processing of our employees and other persons involved in the
conduct of Agency bossiness. The information and files concerning
those person's are segregated from other file* and acre maintained on
a classified basis with release only to those Offices at persons having
a reason or demonstrated official need for t inforati n.
