1. In early December 1954, VEB Funkwerk Koepenick comp eted the production
of 40 sound spectrometers, 20 impulse oscillo(ra,)hs OG 2-7, and 20
imp lse generators IS 1-4. These instruments were to be delivered to
the USSR before the end of 1954 according to the terms of an ex,,ort
contract concluded between the Soviet Trade Delegation and the Funkwerk.
The instruments were being tested in November 1954. Since every
instrument needs a test period of abut 200 hours, delivery could not
be made in 1954. 25X1
2. The .soviet Trade Delegation, after learning that the delivery would
be delayed, protested strongly to the management of Funkwerk Koepenick
