Military activity apparently remains stalemated on all fronts, although the Indians still claim to be making progress. They say their troops have crossed a wide canal before Lahore, originally built.as part of the defenses of the city, but this is unconfirmed. 3. The US Defense Attache in Djakarta was advised on 13-September by a high ranking Indonesian staff officer that Indonesia is furnishing 12 MIG 21's to Pakistan with pilots. Planes and pilots will leave Indonesia within the next 10 to 12 days by Indonesian surface transport. The Indonesian officer stated that the gesture was being made to show support for the Pakistanis and to give the pilots combat experience. 4. The Pakistani Navy has sealed off the port area of 25X1 Karachi to all foreign observers including the assistant US navy attache who has been making daily visits. Prime Minister Shastri reported today to Parliament concerning his talks with U Thant. Shastri contrasted India's acceptance of an unconditional cease-fire and cessation of hostilities `since rejected by Pakistan) with Pakistani pre- conditions for a cease-fire--a withdrawal of all forces from Kashmir, a plebiscite within three months, and introduction of a`UN force. Shastri reiterated Indian determination to main- tain the sovereignty and territorial integrity of India of which, in the Indian view, Jammu and Kashmir is an integral part. 6. Shastri also made public a September 15 letter from U Thant in which the Secretary General called for new efforts by India and Pakistan to end the fighting. The letter urged consideration of an Indian-Pakistani summit meeting, using as precedence the joint statement of November 1962 during the Sino- Indian crisis pledging efforts to resolve Indian-Pakistani differences, including Kashmir. The Secretary General offered his services as well as. suggesting that a number of world leaders would be available now for conciliatory assistance.
