Approved For R1 I ase 2007/03/cSEGR-RT)P79T00472A 1400030035-3 IQu OCI No. 1651/65 CENTRAL INTELLIGENCE AGENCY Office of Current Intelligence 7 May 1965 (Special Situation Report #185 on the Dominican Republic as of 4:20 pm EDT) The US Embassy in Santo Domingo reports that this after- noon the "Council of National Reconstruction" was decided on by the loyalist forces. The Council is to include Antonio Imbert and Colonel Benoit, plus the following three civilians: a. Julio D. POSTIGO Arias is a prominent leader of the Protestant Community church in Santo Domingo. He is described as a "quiet and inoffensive" man and was appar- ently at one time a Bosch supporter, but has subsequently been critical of Bosch. b. Carlos Grisolia, a lawyer and newspaperman, who has been very active in Dominican politics. He was Political Secretary of the conservative National Civic Union party and was elected to the Senate in 1962. He was considered to be a leading intellectual while in the Senate and has developed a reputation as a politician who is above the partisan struggle. c. Alejandro Zeller, who is a young engineer and was a non-partisan Minister of Water Resources in the cabinet of deposed President Reid. Zeller was a member of the democratic faction of the Communist infiltrated associa- tion of professional engineers, architects and surveyors. It is planned to swear the Council in at 4:00 pm EDT today and then to ask immediately for recognition by world powers. The embassy feels that this Council represents a well-balanced group which can command national support. Efforts are already under way to rally support to the Council from other parts of the country. The embassy also reports that Imbert called to say that he had just met a delegation consisting of Colonel Caamano's brother and the rebel liaison officer, Conde, accompanied by the Papal Nuncio.
