Harris Corporation, ESD, completed the breadboard Laserfax test bed equipment and successfully tested the system in-plant over a 1.544 Mbps secure link. The formal RFP for Phase II-B of the ITS-W program was forwarded to Harris Corporation during the first week of September. The technical and cost proposals were received on 29 September. Harris Corporation representatives were given a briefing by COMSEC and Atlantic Research Corporation representatives on the results of TEMPEST tests performed on a digital version of the Laserfax provided by Harris. 2. CDS Operator and Analyst training was completed on 02 September. The signal and power wiring for printers and VDU's was completed. Movement of the devices will occur after completion of the pre-acceptance test. A budgetary estimate was requested from Collins for the software to replace the Collins 8874 discs with IBM-style disc packs. A revised schedule was obtained after several requests. The scheduled date for final acceptance is now 17 February 1977. 3. An additional ten Compuscan OCR units were procured for AFT with bulk stock funds through the existing NSA Compuscan contract. Two copies of the DBA system design specification were received and are being reviewed in preparation for the formal design review scheduled for 5 through 7 October. The Agency's AFT programmer met with the AFT Working Group at Headquarters on 17 September to discuss a number of topics for clarification purposes. 4. The Field Station Unattended Operation FSUO test system was partially demonstrated by on 20 September. Several minor changes are being made and delivery is expected around 01 October. On 15 September, Mr. ~ , OC-E, presented the results of the HF Barry Research modem tests to the OC Equipment Board. The Board decided that placement of the error control devices on HF circuits should be made very sparingly. OC-0 is to establish criteria for determination of marginal circuits where the seven sets of BR modems presently on order will be installed. No additional work on the ACC encoder/decoder is planned. 6. Representatives from OC-E and OC-O/SOD visited Company 20 through 22 September to review the status of the tandem switch program. It was found that is on or slightly ahead of the new operational activation schedule set for 01 April 1977. 7. An amendment to the HATS Program contract has been signed exercising options 4 and 5 and a portion of option 1 of Raytheon's original proposal. The amendment provides for two additional links: Headquarters to paces ; and a spare parts 8. Following completion of the Red grid on the second floor of the Building, it was discovered that the contractor had installed non-ferrous conduit couplings and fittings. The contractor has accepted full responsibility for this mistake and has agreed to retrofit the grid as required. All work is expected to be completed prior to 15 October, which is the date occupancy by the Office of Security is expected to commence. The contract for the secure communications system installation has been awarded 9. The (satellite failed at 1251Z on 09 September. total spin-up occurred and all attempts to recover it have failed. The next recovery attempt will not take place until the week of 11 October. SC-lA terminal the manufacturer's plant was accepted for delivery at This terminal is the last of the SC- procure- ment effort. The installation of an SC-lA terminal was started at Site surveys for future installa- tions were completed at Project TURNKEY relocation of the SC- terminal at was also completed. 11. An in-depth coordination review of the new SC-3 satellite field terminal specification was conducted in preparation for procurement. Representatives from OC-E/SED, OC-E/ESD, OC-0/SOD, OC-S/CMD, OC-S/Q and attended and participated. 12. The T-96 TDM's for Project TURNKEY were accepted and shipped to F. The project monitor is on site performing the Engineering/Operational acceptance tests. Other than a clock problem with the T-96/SKYLINK terminal interface at 0, the equipment is functioning properly. 13. The T-96 TDM for was accepted and installed at here Engineering/Operational tests are being conducted. The T-96 has been accepted at 4800 bit operation over landline and SKYLINK. The remaining test is the 9600 bit operation testing over SKYLINK and landline. 14. The SKYMUX test bed installation at has been completed. Testing between progressing according to schedule. New MX-113 cards have been received from Timeplex to replace the cards that were rejected because of cuts and straps. 15. Modifications for the HS-16 telephone set, 0I4/VOI and the VADAC III have been identified. Three of four modified VADAC III from E-Systems have been accepted. 16. The First Article for the SE/SK-113 SATCAL was received from Delta Electronics. The equipment is being tested and evaluated in a back-to-back configuration. The First Article SB-2 Speed Buffer has been shipped to for air loop tests. Initial test results are encouraging. 19. The breadboard version of the Auto EI MWO is being tested prior to interfacing with the AK-4. This work is being done by the co-op student engineer. 20. TURNKEY - The official dedication ceremony took place on 30 September and our first black patch base station is officially operational. The Headquarters OSG'ers are returning to the United States on 01 October. 21. - The shielded enclosure installation team leader arrived on post 30 September. The contractor team is scheduled to arrive 04 October. 22. The first shipment of motor generator sets have been received from the contractor. These units are built in accordance with a joint 0 specification for installation in "High Threat" locations requiring additional red power isolation. 23. The contract for the shielded enclosure scheduled for eventual installation in has been awarded to Ray Proof. 24. The last ~ KW-26 field station has 25. CED has initiated action to conduct a study to determine the o erational life expectancy of to aid in future planning of long-range communications. Testing of the CK-43/P unit has been resumed by CED. 28. Thirty-five KE/M-8 units (converted KE/G-8's) were delivered ahead of schedule by Inc.; the KE/M-8 units are for use wit the TAR-224 and will be used to fulfill outstanding requisitions. 29. TU-531 printers, scheduled for delivery by 01 October, were inspected at the ACD Corporation plant. Modifications to the TU-531 were also discussed. 30. ~has been selected as the vendor for the low-cost optical IR transceiver. Negotiations are presently being conducted for the purchase of of their DL-11A units. 31. Two high-priority SV-8 projects have consumed a considerable amount of time during the month. First, the Executive Net; we anticipate an initial issuance of three (3) with up to twelve (12) add-ons. Second, the "Mini SV-8", to be called the SV/A-8; we will produce six (6) STM's and fifty (50) production models. 32. Various inquiries have been flowing in from over- seas areas concerning SV-4 and SV-8 operation through the Motorola RU-523 repeater. The six on-hand RU-523 clock timing boards are presently being modified to serve this purpose. We are still looking for a lower-priced repeater. 33. OTS has provided a complete UVK-10/11 spectrum survey system for our evaluation. A total of 268 requisitions consisting of 992 line items was processed during September, the last month of the Transitional Quarter. The cutoff for material requiring procurement action was 10 September and for stock issue, 30 September. This was adhered to quite rigidly--the only exceptions being a few emergency requests. All the Area Headquarters were late in submission of some requirements, but only 18 percent of the items missed TQ action. Of these, some will be resubmitted during FY-77 and others were referred back to the Areas for their concurrence or cancellation. 35. Three MPL's were submitted to Drafting for final proofing and preparation prior to printing by PSD. The significance of this is that we are revising and updating our MPL's well ahead of our planned MBO of ten by 30 September 1977, and we have reevaluated our MBO upward to complete fifteen MPL's by the objective date. 36. The project to transfer tactical spare parts from OC's to SOG's cognizance is approximately 50 percent complete. In terms of parts and money, it is in excess of 500 items valued at $79,000. 37. The new ATE, General Radio 1792D, was accepted this month. 38. The ATE "FIXIT" was reinstalled and is now operational in Room 134. Satellite was initially acquired by minal on 23 September.
