Comment: CIA believes that if such Soviet troop movements are taking place, they are probably an Intensifica- tion of the war -of -nerves against Norway, not an indication that a Soviet occupation of Finland is contemplated now.) 2. i7S-UK concern over Dutch plans for Indonesia.--The Depart- ment of State ha,s informed the US delegation to the Good Offices Committee in Batavia of the following US-UK views concerning new Dutch plans for Indonesia: (a) the US considers that the Dutch plans neglect the most pressing problem in Indonesia--the need to salt the fighting; (b) the US also considers itself obligated to support the 28 January Security Council resolution, which has the merit of setting a specific date for the transfer of sover- eignty, as opposed to the indefinite Dutch plan; and (c) British Foreign Secretary Beta has misgivings about Dutch intentions, as evidenced by the plan, and feels they provide no proof that the Dutch are considering the Indonesian point view. The Department suggests that the British are increasingly concerned over the possible fall of the Dutch Government, a development which would delay resolution of the Indonesian problem and have serious repercussions on European recovery and the Atlantic Pact.
