GENERAL
1. French oppose US plan for UN invests tion of Southwest Africa--The
rent W-reign ce a orme ery of its opposition to the US
proposal for establishing a UN Commission to determine whether South
west Africa should be placed under trusteeship 1 would set anion
of South Africa. The French consider that prop
"dangerous precedent"' which might lead the UN to investigate "non-
self-governing territories other than trust areas," and that the pro-
posed Commission would necessarily include a Soviet representative
who would use his position to attack the colonial system. The French
do not, however, object to the annexation of Southwest Africa by the
Union.
2. New notes on Nazi repatriation ma be resented to Eire--The State
epa am has au prized Legation Dublin to present a new note on
Nazi repatilation to the Irish Govdrnment, if the British and French
Governments agree to present similar notes. The note would express
"deep US regret" at Eire's continuing lack of cooperation in the repa-
triation of German officials, agents and obnoxious nationals.

has reached an accord with the Swiss Foreign Office on the non-viola-

the permanent "main, site" of the UN.

4. YUGOSLAVIA: Troop concentrations in 99LU n--US Military Attache

Soviets become convinced that they can take Salonika" without provoking
a third world war.
NEAR EAST-AFRICA
5. TURKEY: Draft re l to Soviet note reported satisfacto --US Ainbas-
sailor Wilson reports the final draft of the Turkish reply to the Soviet
note on the Straits is non-provocative, well-reasoned and convincing.
It is scheduled to be presented to the Soviet Embassy on 18 October, if
approved by the Turkish Cabinet, and will be released for publication
on 21 October. The ~ Cabinet is expected to approve the draft without fur -
ther changes,
FAR EAST
6, N.E.I.: Provisions of Dutch-Indonesian truce--US Consul General
Batavia states that the report of the Dutch-Indonesian Truce Committee
has been unanimously adopted by a plenary session of the Dutch-Indo-
nesian Conference, A truce between Allied and Indonesian forces went
into effect on 14 October, to be implemented by a Technical Subcommit-
tee under a joint Truce Commission headed by Michael Wright, Deputy
British Representative. Details of the truce agreement were as re-
ported in the press, with the following noteworthy exception: In the
event of disagreements arising in the joint Truce Commission before
30 November (by which date British forces will be withdrawn from Indo-
nesia), members will abide by the decision of the British chairman.
After 30 November, the Commission will refer disagreements to the
Commander-in-Chief of British land forces in Southeast Asia, and his
decision will be binding.
THE AMERICAS
7. PANAMA: Position on base a cement unchanged--Hines reports that
President Jfniinez has explained a position on the Defense Sites
Agreement in a press conference and has stated that Panama will not
recede from its own interpretation of the Agreement (that the formal
surrender of Japan was a "definitive treaty of peace" and consequently
the Agreement ended at that time).
