The French consider that prop "dangerous precedent"' which might lead the UN to investigate "non- self-governing territories other than trust areas," and that the pro- posed Commission would necessarily include a Soviet representative who would use his position to attack the colonial system. The French do not, however, object to the annexation of Southwest Africa by the Union. 2. NEAR EAST-AFRICA 5. TURKEY: Draft re l to Soviet note reported satisfacto --US Ainbas- sailor Wilson reports the final draft of the Turkish reply to the Soviet note on the Straits is non-provocative, well-reasoned and convincing. It is scheduled to be presented to the Soviet Embassy on 18 October, if approved by the Turkish Cabinet, and will be released for publication on 21 October. The ~ Cabinet is expected to approve the draft without fur - ther changes, FAR EAST 6, N.E.I.: Provisions of Dutch-Indonesian truce--US Consul General Batavia states that the report of the Dutch-Indonesian Truce Committee has been unanimously adopted by a plenary session of the Dutch-Indo- nesian Conference, A truce between Allied and Indonesian forces went into effect on 14 October, to be implemented by a Technical Subcommit- tee under a joint Truce Commission headed by Michael Wright, Deputy British Representative. Details of the truce agreement were as re- ported in the press, with the following noteworthy exception: In the event of disagreements arising in the joint Truce Commission before 30 November (by which date British forces will be withdrawn from Indo- nesia), members will abide by the decision of the British chairman. After 30 November, the Commission will refer disagreements to the Commander-in-Chief of British land forces in Southeast Asia, and his decision will be binding. THE AMERICAS 7.
